RESOLUTION NO. 685
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
AUTHORIZING APPLICATION FOR A STEP 1 GRANT FOR EAST
SEWER DISTRICT FUNDING .
WHEREAS , the City of Baytown , Texas deems it necessary
and proper to apply for Federal grant assistance for the
East Sewer District Facilities Planning Area under the
Federal Water Pollution Control Act Amendments of 1972 ,
Public Law 92-500 , and the rules and regulations pursuant
thereto.
NOW THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF BAYTOWN :
Section 1 : That Fritz Lanham, City Manager , as the
Signatory Agent of the Applicant , or the successor of said
Agent , is hereby authorized and directed to make application
for grant assistance under Public Law 92-500 and the rules
and regulations pursuant thereto , specifically 40 CFR 30 . 315-
1 ( 1975) ; and to sign the acceptance of the grant assistance ,
when made , and any other documents required to complete the
project , on behalf of the above-named Applicant .
Section 2 : That the Mayor and City Clerk are authorized
and directed to execute and attest to the Project Schedule
Resolution attached hereto marked as Exhibit "A" .
Section 3 : That the City of Baytown does not now, nor
will in the future , withhold sewer or any other utility
service from anyone because of race , creed, or national
origin. Further , all minority groups within the planning
area will be notified of the public hearings on the Facility
Plan for the proposed sewerage improvements .
PASSED, APPROVED, and ADOPTED this the 28th day
of June 1979.

Whereas, the CITY OF BAYTOWN, TEXAS

has made application to the Texas Department of Water Resources and
the Environmental Protection Agency for a Federal grant pursuant. to
the Federal Water Pollution Control Act =mendments of 1972, Public
Law 92-500, and the rules and regulations thereto;
Now Therefore, Be It Resolved by the above named applicant
that the application for which Federal grant assistance has been
requested pursuant to the Federal Water Pollution Control Act
Amendments of 1972, Public Law 92-500, will be constructed to com-
pletion in accordance with the laws, rules, and regulations and
with the follosing project schedule.

Industrial Cost Recovery System approved by EPA on November 3, 1977.
STEP 3
A . Advertise for Construction Bids within 10 days
after authorization to advertise for
bids has been issued.
B. Submit Bid Opening Documents within 55 days
after authorization to advertise for
bids has beq-n issued.
C . Award of Construction Contract within 15 days
after authorization to award the contract
has been issued.
D. Initiation of Construction within 30 days
after the award of the contract.

E. Complete Construction within 490 days
after initiation of construction.
Be it further resolved, that the above named applicant
understands that the above project schedule must be approved by
the Texas Department of Water Resources and the Environmental
Protection Agency, and that once a project schedule has been
approved, no changes will be authorized without first receiving
approval of the change from the Texas Department of Water Resources
and the Environmental Protection Agency.
