RESOLUTION NO. 669
AN UNANIMOUS RESOLUTION OF THE CITY COUNCIL EXPRESSING
DEEP GRATITUDE FOR JODY LANDER' S CONTRIBUTIONS TO THE
CITY OF BAYTOWN.
I .
Jody Lander has served the City of Baytown for eight
years as a councilmember and as Mayor Pro Tempore. During
such time, he distinguished both himself and the City of
Baytown through his untiring efforts on behalf of the City
Council , the City ' s administration , and the citizens of
Baytown.
II .
As Councilman of District No . Three from May 12 , 1971
to April 11, 1979, Jody Lander was instrumental in the
implementation of the 1970 Bond Program and the 1975 Capital
Improvements Program. These programs resulted in the acqui-
sition and development of park land, including Bicentennial
Park and the Baytown Sports Complex, the expansion of Sterling
Municipal Library, as well as the improvement of numerous
streets and water and sewer systems within the City.
III .
Aided by his leadership as Councilman, the City took
numerous steps to provide better service for the citizens of
Baytown. The Baytown Area Water Authority was created to
supply surface water to the City and thereby reduce subsidence .
The City proposed development of a new municipal airport and
received grant funds to implement this proposal . The City
restructured its Industrial District Policy in order to
promote a healthy Baytown economy. The City expanded its
Homestead Tax Exemption and introduced a transportation
program for senior citizens . The Clean Community Commission
was created in order to beautify Baytown .

IV.
During his term as a Councilmember , Jody Lander served
the City and the citizens of Baytown in several other capacities .
He was Mayor Pro Tempore from September 12 , 1974 to April
11 , 1979 and alternate voting delegate on the Houston-
Galveston Area Council . Numerous standing committees
benefited from his able counsel , including the ambulance
committee, the auto wrecker committee, and the audit committee.
V.
By his daily participation in the affairs of the City ,
Jody Lander has evidenced concern for Baytown--its people
and its employees. During this time the City has experienced
continued growth and prosperity.
Therefore , it is accordingly
RESOLVED, that we , the City Council of the City of
Baytown, Texas , for ourselves and on behalf of all the
citizens of Baytown , express our profound appreciation and
declare our deep gratitude for his numerous contributions to
the government of the City of Baytown , and record our appre-
ciation for his personal generosity , and it is further
RESOLVED, that the City Council hereby officially
recognizes, thanks , and commends Jody Lander for his val-
uable and faithful services as Councilman and Mayor Pro
Tempore for the City of Baytown.
INTRODUCED, READ, and PASSED by the affirmative vote of
the City Council of the City of Baytown this llth day of
April , 1979.
