RESOLUTION NO. 624
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
AUTHORIZING AN AMENDMENT TO THE 1973 CONTINUING PHASE
AGREEMENT FOR LONG RANGE TRANSPORTATION PLANNING.
WHEREAS , the City of Baytown entered into an agreement
with the State of Texas, the cities of Galveston , Houston,
Pasadena, and Texas City , and the counties of Brazoria,
Chambers, Fort Bend, Galveston, Harris , Liberty, Montgomery ,
and Waller for long range transportation planning on July
27 , 1973 ; and
WHEREAS , the City of Baytown agreed to participate in a
continuing, comprehensive , and cooperation transportation
planning process for the Houston-Galveston Regional Trans-
portation Study Area as provided by the Federal-Aid Highway
Act of 1962 ; and
WHEREAS , an amendment (Exhibit "A") to the Continuing
Phase Agreement of July 27 , 1973 was made the 21st day of
March, 1978 to bring the original agreement in line with
existing transportation planning structure and state and
federal regulations; and
WHEREAS, all contracts, agreements, and designations
not amended by this agreement shall remain intact ; NOW
THEREFORE ,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS :
Section 1 : That the City of Baytown will continue to
provide input to the regional planning process as specified
by the Continuing Phase Agreement .
Section 2 : That the City of Baytown adopts, ratifies,
and authorizes the Amendment to the Continuing Phase Agree-
ment (attached hereto as Exhibit "A" ) dated the 21st of
March, 1978 .

Section 3 : That this resolution take effect from and
after its passage.
INTRODUCED, READ, and PASSED by the affirmative vote of

` the State of Texas acting by and through its State Engineer Director for
Highways and Public Transportation, hereinafter called the State, the
Houston-Galveston Area Council, hereinafter called the "i•IPO", the Cities
of Baytown, Galveston, Houston, Pasadena, and Texas City, hereinafter
called the Cities, and the Counties of Brazoria, Chambers, Tort Bend,
Galveston, Harris, Liberty, Montgomery, and taller, hereinafter called
the Counties:
WITNESSETH
wjjEpxAS, the State, the Cities, and the counties entered into an agree-
ment on July 27, 1973 to participate in a continuing, comprehensive,
cooperative transportation planning process for the Houston-Galveston
Regional Transportation Study Area as provided by the Federal-Aid Highway
Act of 1962 and;
WHEREAS, the Continuing Phase Agreement was amended in the fall of 1973
to include the counties Austin, Colorado, Matagorda, Walker, and Wharton
on the Steering committee and the Policy Advisory Cozonittee, and;
WHI;ILT.s, Section 112 of the Federal-Aid Highway Act of lg-13, as mendedd
and Section 9 of the Urban Mass Transportation Act of 1964, as ,
provide for Federal funds to be made available to I.etropolit�� tplanningOrganizations (Mp0 s) as designated b the Governor'to sup1
• Transportation Planning process, and;
WHEREAS, an agreement has been executed-between the Houston-Galveston Area
( Council and the Governor's Office, Division of Planning Coordination, in
\ accord with the Hetropolitan Planning Organization designation requirements,
and;
WHEREAS, the above agencies have all entered into agreements with the IfPO
C under-Section 134, Chapter 1 of Title 23, United States Codes to conduct
the transportation planning process in accordance with the Continuing
Phase Agreement, and;
WHEREAS, the Cities of Houston and Galveston as operators of publicly
owned transit companies may recieve funds under Section 5 of the Urban
?iris Transportation Act

WHEREAS, all contracts, agreements, and designations not amended by this
agreement shall remain intact;
NOW, THEREFORE, it is hereby agreed that the signatory parties will con-
tinue to provide input to the regional planning process as specified by
't ! the Continuing Phase Agreement.

work, budget, and responsibilities of the signatories. .
II. A Prospectus shall be prepared by the 13PO with input from the
signatories hereto that will outline planning progri . and assign rc-•
sponsibilities and methodologies to be used. .

the Long-flange Plan, shall be prepared annually by the 14,110 with input
from the signatories as required by the September 17, 197s Federal
( Register for 'title 23, USC Part 450.
` IV. The Cities of Galveston and Houston shall supply information to
the MPO in accordance with January 19, 1977 Federal Register for. Title
49, USC, Chapter VI Part 630 for Uniform System of Accounts and
Records.
V. Organizational structure and staff responsibilities are outlined
in the current Unified Work Program and the Prospectus and supersede
those outlined in Article IV of the Continuing Phase Agreement.
