RESOLUTION NO. 542
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS , SETTING FORTH DESIRED PRIORITIES FOR ROAD CON-
STRUCTION WITHIN THE CITY LIMITS OF THE CITY OF BAYTOWN;
AND THE BAYTOWN AREA; DIRECTING THE MAYOR TO EXECUTE
AND THE CITY CLERK TO ATTEST THIS RESOLUTION; DIRECTING
THE CITY MANAGER TO FORWARD COPIES OF THE SAME TO THE
STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION,
COUNTY OF HARRIS ; AND PROVIDING FOR THE EFFECTIVE DATE
HEREOF.
WHEREAS, the Federal-Aid Highway Act of 1976 provides
for an extension of the Urban System Program for the fiscal
years ending September 30, 1977, and September 30, 1978; and
WHEREAS, in order to formulate that program, the State
Department of Highways and Public Transportation has requested
that the City of Baytown submit for consideration several
projects, listed in order of priority, meeting the Urban
System qualifications; and
WHEREAS, the City Council of the City of Baytown desires
to submit certain projects for consideration for inclusion
in such program; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS :
Section 1 : That the City Council requests that the
State Department of Highways and Public Transportation
to consider the projects shown in Exhibit "A, " attached
hereto as the City of Baytown' s desired list of priorities
for inclusion in the Urban System program.
Section 2 : That the Mayor is hereby authorized and
directed to execute and the City Clerk to attest this
resolution for and on behalf of the City Council of the City
of Baytown.

Section 3 : That the City Manager is hereby authorized
and directed to forward certified copies of this resolution
to the State Department of Highways and Public Transportation.
Section 4 : This resolution shall become effective from
and after its passage by the City Council of the City of
Baytown, Texas.
INTRODUCED, READ and PASSED by the affirmative vote of
the City Council of the City of Baytown , Texas, on this
the 9th day of September 1976.

1977 - 1978 Urban System Program
I. BAYWAY DR. - CROW RD. TO MARKET ST.
This project was approved and.included in the 1975/1976 Federal Aid Urban '
System program. . At this time we are asking for additional financing for
this project as we are breaking .the project into three phases, each con-
taining a 4 lane bridge.
Phase 1 Crow Rd_ to Proposed Realignment $ 1,200,000
Phase 2 Proposed Realignment to Market St_ $ 1,380,000
Phase 3 Market St./West Main Street $ 536,000
TOTAL PROJECT $ 3,116,000
Phase 3 will widen and repave Market St. from the Bayway Dr. connection to
The West .Main St. intersection. The widening will include 4 travel lanes
and a two-way left turn lane. Also included is the redesign and channeli-
zation of the Market St./West Main St. intersection. Also included along
Market St. and tied into the intersection redesign are signalization im-
provements with an interconnect system between Airhart/Market and Market/
West Main. Further widening .and repaving of West Main St.. from Market St.
to Loop 201 will complete this project. Curb $ gutter, with storm sewers,
is proposed for the entire project, approximately .85 miles.
II. NORTH MAIN ST. - LOOP 201 TO INTERSTATE 10
This project consists of 3.8•miles of roadway. The 13,000 LF, from Baker
Rd. to Interstate 10, will be widened to four (4) lanes with shoulders and
carried as a rural section, with open ditches.
In connection with this project we would•like to extend the Baytown area
boundaries north to I-10. This should be designated as an urban area
boundary other than city limits. We would request that I-10 be the north
boundary line with Cedar Bayou limits extended to I-10 on the east and the
1-10/Spur 330 connection serving as a western boundary limit. We will also
have to request that North Main be placed on the Urban System. It is a con-
nection between two Federal System roadways and functions as such.
