CC Resolution No. 535 781 RESOLUTION NO. 535 A UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS , FORMALLY RECOGNIZING AND THANKING CHARLES POOL FOR HIS FOUR YEARS OF DEVOTED SERVICE AS COUNCILMAN OF DISTRICT NO. ONE AND RECOGNIZING SOME OF THE ACCOMPLISHMENTS HE WAS INSTRUMENTAL IN BRINGING ABOUT DURING HIS TENURE OF OFFICE. WHEREAS , Charles Pool has served the City of Baytown as Councilman of District No . One (1) for a period of four years, beginning April 12, 1972 through May 5 , 1976 ; and WHEREAS , during such time the said Charles Pool distin- guished himself and the City of Baytown through his untiring efforts on behalf of the City Council , the Administration, and the City of Baytown as a whole ; and WHEREAS , the said Charles Pool was instrumental in the implementation of the $11 . 6 million dollar 1970 Capital Improvement Program which included among other things the purchase and development of major park properties, the contruction of the Municipal Service Center , and the con- struction of street improvements; and WHEREAS , the said Charles Pool was also instrumental in efforts by the City Council which brought about extensive improvement of water and sewer facilities , increased retire- ment benefits for City employees, development of a compre- hensive drainage plan, the betterment of downtown Texas Avenue, introduction and expansion of Homestead Exemptions for the aged; and WHEREAS , the said Charles Pool directly participated in the accomplishment by the City of many achievements including formulation of the Industrial District Policy, formation and development of the Baytown Bicentennial Commission and Park, creation of Baytown Area Water Authority, updating the City' s Master Thoroughfare Plan , drafting procedures for disannexation , street dedications, and paving assessments , 782 and calling a bond election resulting in the authorization by the City of the issuance of $11 . 5 million dollar 1975 Capital Improvement bonds; and WHEREAS , the said Charles Pool was a member of the City Council of the City of Baytown when the Council initiated the Police Total Impact Plan, approved the abatement and removal of junked vehicles, and ratified expansion of Sterling Municipal Library; and WHEREAS , during his terms of office the said Charles Pool served the City on various committees including the Electrical Board and the Council Traffic Committee; and WHEREAS , during his terms of office, due in no small part to his efforts, the City of Baytown experienced con- tinued growth and prosperity; and WHEREAS , the City Council of the City of Baytown desires formally to express its appreciation to Charles Pool for his faithful service and dedicated participation in the govern- ment of the City of Baytown; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: Section 1 : That the City Council of the City of Baytown hereby officially recognizes, thanks , and commends Charles Pool for his valuable services as City Councilman of District No .
