RESOLUTION NO. 532
A UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BAYTOWN, TEXAS , FORMALLY RECOGNIZING AND THANKING
TOM WALMSLEY FOR HIS TWO YEARS OF DEVOTED SERVICE AS
COUNCILMAN FROM DISTRICT NO. FIVE; AND RECOGNIZING SOME
OF THE ACCOMPLISHMENTS HE WAS INSTRUMENTAL IN BRINGING
ABOUT DURING HIS TENURE OF OFFICE .
WHEREAS , Tom Walmsley served the City of Baytown as
City Councilman from District No. Five for a period of two
(2) years terminating on April 12 , 1976 ; and
WHEREAS , during such time , the said Tom Walmsley has
distinguised himself in the performance of his duties as a
Councilman by his untiring efforts on behalf of the City
Council , the City Administration, and the Community at
Large; and
WHEREAS , the said Tom Walmsley has been directly
instrumental in the accomplishment by the City of many
achievements during such period including formulation of the
Industrial District Policy, expansion of the East District
Sewage System, development of the drainage projects and
sewer improvements, formation of the Baytown Bicentennial
Commission and development of the Bicentennial Park, increase
of the tax exemption for citizens over 65 to $4 , 000, creation
of the Traffic Engineering Study, improvement of downtown
Texas Avenue, rechannelization of Albert Thomas Circle, the
calling of a bond election resulting in the authorization by
the electors of the City of the issuance of $11 . 5 million
dollars of Capital Improvement Bonds for the City, and
expansion of Sterling Municipal Library; and

WHEREAS, during his term of his office the City continued
to grow and prosper and be operated on a sound financial
basis; and
WHEREAS, the City Council of the City of Baytown desires
formally to express its appreciation to Councilman Tom
Walmsley for his faithful civic participation in the gov-
ernment of the City of Baytown; NOW THEREFORE ,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN:
Section 1 : That the City Council of the City of Baytown
hereby officially recognizes, thanks and commends the said,
Tom Walmsley for his valuable services to the City as Council-
man from District No . Five.
INTRODUCED, READ and PASSED by the unanimous vote of
the members of the City Council of the City of Baytown on
this 12th day of April 1976.
