A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, SUPPORTING CURRENT EFFORTS TO SECURE ADDITIONAL
APPROPRIATIONS FROM THE CONGRESS OF THE UNITED STATES
OF AMERICA TO SUPPLEMENT FUNDING OF TITLE I OF THE
HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974.
WHEREAS, Public Law 93-383 , the Housing and Community
Development Act of 1974 , states that "the Congress finds and
declares that the nation' s cities, towns, and smaller urban
communities face critical social, economic, and environmental
problems. . . " ; and
WHEREAS, the Congress appropriated funds under Title I
of the Housing and Community Development Act of 1974 to
combat these problems based on a rural and urban split and
funding in the urban program on a priority schedule to
entitlement cities , hold harmless cities, urban counties ,
and discretionary balances for other communities in standard
metropolitan statistical areas; and
WHEREAS, the appropriations authorized were insufficient
to fund all categories as was the original purpose of the
act; and
WHEREAS, interested cities that fall in the fourth
priority funding category are attempting to secure additional
and sufficient appropriations to adequately fund all categories
for the remainder of the 1975 fiscal year and to urge adequate
funding in the future; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS :
Section 1: That the City of Baytown, Texas , supports
efforts to secure additional congressional appropriations
to supplement funding of Title I of the Housing and Community
Development Act for the fiscal year 1975 for priority four
communities.
Section 2 : That the City of Baytown, Texas , urges the
Congress in future years to adequately fund the Housing and
Community Act of 1974 Programs so as to ensure that all
categories of communities are provided with funding
opportunities.
Section 3 : This Resolution shall take effect immediately
from and after its passage by the City Council of the City
of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of
the City Council on this 30th day of April, 1975 .
