A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, ENDORSING THE REVISED INTERIM FEDERAL-AID URBAN
SYSTEMS AND REVISED URBAN BOUNDARIES IN THE HOUSTON-
GALVESTON COUNTY MAINLAND AND GALVESTON URBAN AREAS.
WHEREAS, the "Federal-Aid Highway Act of 1973" revised
23 USC 9 103d, "Highways, " provided for expansion of the
urban area boundaries and system eligibility for inclusion
in the Federal-Aid Urban System formerly recognized as the
Federal-Aid Metropolitan System; and
WHEREAS, such route and boundary designations should be
selected by appropriate local officials in consultation with
and with the concurrence of State highway departments; and
WHEREAS, the above designations in urban areas of
50 , 000 population or more should also be in accordance with
the planning process under Section 134 of the aforementioned
Title; and
WHEREAS, the Steering Committee provides regular and
continued routine guidance in accordance with general policy
direction provided by the Policy Advisory Committee for
Multimodal Transportation Planning in the Gulf Coast State
Planning Region, and also acts as the policy board for the
Metropolitan Planning Organization; and
WHEREAS, in this capacity the Steering Committee appointed
a Task Force representative of appropriate governmental
entities to establish urban boundaries and systems for the
urban areas referred to herein; and
WHEREAS, the 1975 Federal-Aid Urban Program requires
approved urban systems and boundaries before federal funding
eligibility can be established; and
WHEREAS, the time limitations and technical ramifications
of realigning all Federal-Aid Systems necessitated revisions
of the existing Urban systems at this time, and in no way
precludes further revisions to be finalized on or before
June 30, 1976, as established by Section 103 of the aforementioned
Title; and
WHEREAS, the recommendations so derived by the above
Task Force were approved by the Steering Committee and the
Policy Advisory Committee on December 13, 1974; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN:
Section 1 : That the Revised Interim Federal-Aid Urban
Systems and Revised Urban Boundaries in the Houston-Galveston
County Mainland, and Galveston Urban Areas as prepared by
the Task Force in cooperation with local officials and with
concurrence of the Texas Highway Department and as approved
by the Steering Committee and Policy Advisory Committee are
hereby approved by the City Council of the City of Baytown,
Texas , and recommended to the Federal Highway Administration
for its acceptance and approval.
INTRODUCED, READ and ADOPTED by the affirmative vote of
the City Council of the City of Baytown this 13th day of
March, 1975.
