CC Resolution No. 501 RESOLUTION NO. 501 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, DECLARING THE INTENT OF THE CITY OF BAYTOWN TO JOIN WITH OTHER GOVERNMENTS FOR THE PURPOSE OF PREPARING AND IMPLEMENTING A COORDINATED WASTE TREATMENT MANAGEMENT PLAN. WHEREAS, the Governor, by Executive Order, has expressed the intention of the State of Texas to become involved in intensive water pollution control pursuant to the Water Pollution Control Act of 1972; and WHEREAS, certain sections of this Act require detailed at- tention in areas having substantial water quality control problems as a result of urban industrial concentration; and WHEREAS, this condition has been determined to exist in the area which includes this City; and WHEREAS, the Texas Water Quality Board has advised the Houston-Galveston Area Council of the Governor' s intention to designate the Houston-Galveston Area Council as the planning agency for the area generally including Harris County, the southern portion of Montgomery County, the eastern portion of Waller County, the northeastern portions of Fort Bend and Brazoria Counties, and the northern portion of Galveston County (see map) ; and WHEREAS, the Executive Committee of elected officials re- presenting the Houston-Galveston Area Council has recommended the concurrence of all affected general purpose governmental agencies involved in the area; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That, the City Council of the City of Baytown concurs in the Governor' s proposed action and in his proposed designation of the Houston-Galveston Area Council as the planning agency for this area as described above, and BE IT FURTHER RESOLVED: Section 2: That, the City of Baytown, Harris County, Texas, has substantial water quality control problems and supports de- signation of the area proposed pursuant to Section 208 of the Environmental Protection Agency guidelines, and intends to join with other affected general purpose units of local government within the boundaries of the area to develop and implement a plan that will result in a coordinated waste treatment management system for the area. Section 3: That, this Resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown, Texas.
