CC Resolution No. 475 RESOLUTION NO. 475 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, TO THE CORPS OF ENGINEERS WITH REGARD TO TIDAL FLOOD PROTECTION FOR THE CITY OF BAYTOWN. WHEREAS, the Corps of Engineers has been engaged in a study for a Hurricane Protection Plan for the Texas Gulf Coast; and WHEREAS , during the course of this study, the feasibility of providing pro- tection to the City of Baytown by means of flood gates and other measures was evaluated; and WHEREAS, the benefit-cost ratio of this protection was low based upon a preliminary estimate of the subsidence that had been experienced to the date of the study and of that projected for the future ; and WHEREAS, recent data on benchmark elevations throughout the community have shown a rate of subsidence considerably greater than that used in the previous evaluation; and WHEREAS, qualified specialists in the field of soil mechanics have projected the subsidence of this area to be of such magnitude within a relatively few years that the effects of a major hurricane could have disastrous effects upon life and property in this city; and WHEREAS, the Corps of Engineers is expecting momentarily the completion of a Corps-sponsored extensive investigation of the future subsidence that can be expected; and WHEREAS, the value and amount of property and the number of lives subject to the effects of hurricane tidal flooding will continue to increase due to the high rate of subsidence being experienced in the city; and WHEREAS, new and more economical concepts of flood protection for the city differing from those used in the previous Corps of Engineers ' evaluation could be taken into account; NOW THEREFORE , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOJAIN, TEXAS : Section 1 : That the Corps of Engineers he and is hereby urged to undertake as soon as possible a re-evaluation of the benefit-cost ratio for providing tidal flood protection to the City of Baytown , taking into account (1 ) an updated pro- jection of the most probable ultimate subsidence that can be reasonably expected and (2) an accurate delineation of the areas that would be flooded by a Standard Project Hurricane today as well as at the end of the project life. Section 2: This Resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown.
