CC Resolution No. 430 RESOLUTION NO. 430 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, REQUESTING THE INTRODUCTION OF A BILL IN THE 63RD LEGISLATURE OF THE STATE OF TEXAS, 1973, CREATING AND ESTABLISHING THE BAYTOWN AREA WATER AUTHORITY AND URGING THE PASSAGE THEREOF. WHEREAS , the City of Baytown, Texas , and surrounding areas have experienced serious problems related to the subsidence of land which is caused by the withdrawal of underground water; and WHEREAS, these already serious problems will continue and worsen with the continued withdrawal of underground water; and WHEREAS, the conversion by the City of Baytown, Texas , and surrounding areas to the use of surface water instead of underground water, as is the present practice, would substantially curtail subsidence; and WHEREAS, water is one of our most valuable resources , which should be guarded and protected with maximum effort; and WHEREAS, in order to encourage abatement of subsidence and at the same time develop an intergrated area-wide cooperation in the conservation, storage, transportation, treatment, purification, and distribution of surface water, the City Council of the City of Baytown deems that it would be in the best interest of all concerned to create an area-wide water authority with the responsibility for conservation, and distribtuion of water; and WHEREAS, in order to effectively accomplish this purpose , it would be necessary to have special laws creating and governing such an area-wide authority; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN , TEXAS : Section 1 : That the City Council of the City of Baytown , Texas , whole- heartedly indorses the proposed legislation creating and establishing a conservation- reclamation district to be known as the Baytown Area Water Authority, a copy of said proposed legislation being attached hereto, marked Exhibit "A" and made a part hereof for all intents and purposes , and that the City Council of the City of Baytown, Texas , respectfully requests the introduction of such bill in the 63rd Legislature of the State of Texas , 1973, and urges the passage of same. Section 2: This Resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown, Texas .
