RESOLUTION NO . 289
AN UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BAYTOWN , TEXAS , URGING THE TEXAS HIGHWAY
DEPARTMENT TO PROCEED WITH PLANS FOR A BRIDGE CROS-
SING OF THE HOUSTON SHIP CHANNEL ON STATE HIGHWAY
146 ; URGING HARRIS COUNTY , CHAMBERS COUNTY , THE
CITY OF LA PORTE , AND THE GREATER BAYTOWN CHAMBER
OF COMMERCE TO JOIN IN THIS EFFORT ; REQUESTING THAT
THE TEXAS HIGHWAY DEPARTMENT DETERMINE IF PERSONNEL
ASSIGNED TO DUTY AT THE BAYTOWN-LA PORTE TUNNEL
ARE BEING USED TO BEST ADVANTAGE ; DIRECTING THE
MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST THIS
RESOLUTION ; DIRECTING THE CITY MANAGER TO FORWARD
CERTIFIED COPIES OF SAME TO THE TEXAS HIGHWAY DE-
PARTMENT , COUNTY OF HARRIS , COUNTY OF CHAMBERS ,
CITY OF LA PORTE , AND GREATER BAYTOWN CHAMBER OF
COMMERCE ; AND PROVIDING FOR THE EFFECTIVE DATE HEREOF .
WHEREAS , the Baytown-La Porte Tunnel is presently
operating at near capacity level , and will be unable to
handle the volume of traffic which will flow through it in
the immediate future ; and
WHEREAS , initial planning by the Texas Highway De-
partment has indicated that expansion of the present tunnel
and/or the installation of additional tunnel facilities are
not economically feasible , due to the original cost and costs
of continued maintenance ; and
WHEREAS , the only alternative is the erection of
a bridge crossing the Houston Ship Channel in the vicinity
of the Baytown-La Porte Tunnel ; and
WHEREAS , the City Council deems it necessary and
appropriate at this time to demonstrate to the Texas Highway
Department that the necessity for such a bridge is keenly
evident at the local level , and that all interested agencies
` are desirous of having the matter moved forward with dispatch ;
NOW THEREFORE ,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN , TEXAS :
Section 1 : That the City Council hereby urges
that the Texas Highway Department move forward with the pro-
posal to erect a bridge over the Houston Ship Channel at
State Highway 146 ; that a determination of the right of way
needs by made as soon as possible , and that such right of
way be acquired before the area is built up .
Section 2 : That the City Council hereby urges the
Commissioners ' Courts of the Counties of Harris and Chambers ,
the City Council of the City of La Porte , and the Greater
Baytown Chamber of Commerce to join in this effort by for-
warding additional resolutions in support of this request.
Section 3 : That the City Council hereby requests
that the Texas Highway Department determine whether the
personnel employed at the Baytown-La Porte Tunnel are being
used to best advantage in directing traffic and promoting
safety .
Section 4 : That the Mayor is hereby authorized
and directed to execute and the City Clerk to attest this
resolution for and on behalf of the City Council of the
City of Baytown .
Section 5 : That the City Manager is hereby au-
thorized and directed to forward certified copies of this
resolution to the Texas Highway Department , the Commissioners '
Courts of the Counties of Harris and Chambers , the City
Council of the City of La Porte , and the Greater Baytown
Chamber of Commerce .
Section 6 : This resolution shall become effective
from and after its passage by the City Council of the City
of Baytown , Texas .
INTRODUCED , READ and PASSED by the affirmative
vote of the City Council of the City of Baytown , Texas ,
this 27th day of August , 1970 . ,
