A UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BAYTOWN FORMALLY RECOGNIZING AND THANKING
THE HONORABLE SEABORN CRAVEY , MAYOR, FOR HIS NINE
YEARS OF DEVOTED SERVICE AS COUNCILMAN AND MAYOR
OF THE CITY OF BAYTOWN ; RECOGNIZING A FEW OF THE
MANY ACCOMPLISHMENTS HE WAS INSTRUMENTAL IN BRING-
ING ABOUT DURING HIS TERMS OF OFFICE ; RESOLVING
THAT THE SAID HONORABLE SEABORN CRAVEY SHALL HENCE-
FORTH BE "MAYOR EMERITUS" OF THE CITY OF BAYTOWN
AND SHALL ALWAYS BE ENTITLED TO A SEAT AT ALL MEET-
INGS OF THE CITY COUNCIL OF THE CITY OF BAYTOWN.
WHEREAS , the Honorable Seaborn Cravey faithfully
and conscientiously served as a Councilman from District No.
1 , for the City of Baytown, from 1960 to 1963, and from
District No. 4 , from 1964 to 1965 ; and
WHEREAS , he is now completing his fourth year as
Mayor of the City of Baytown ; and
WHEREAS , during his terms of office , there have
been enumerable accomplishments , the following being only
a few of the many brought about under his leadership and
service :
(1 ) Many streets in the City were permanently improved;
(2) Additional City land was purchased and park faci -
lities were increased;
(3) The position of Juvenile Officer was created and
facilities were obtained for a juvenile ward ;
(4) -The State Highway Commission allocated $1 . 8 mil -
lion to provide a loop from Highway 146 in Baytown
to Highway 1405 in Chambers County, including an
industrial bridge crossing ;
(5) Job Fair Program ,was initiated to provide youth
employment in this area ;
(6) Completed a $2 . 1 million sewage improvement program
with Federal participation ;
(7 ) City administration expanded to include new posi -
tions of Directors of Planning -and Parks' & Recre-
ation ;

(8) Additional personnel allocated for fire and police
departments;
(9) Industrial Districts created and approved and in-
dustrial contracts negotiated to supply new source
of revenue for City;
(10) New Civic Center completed providing the City with
modern administrative and civic facilities;
(11) Streamlined employee personnel policies; providing
greater benefits to employees and increased employee
retirement benefits;
(12) Adoption of a minimum standards Housing Code to eli-
minate blighted areas within the City and raise
housing standards;
(13) Adoption of a current and comprehensive building code;
(14) Instituted a study to determine the feasibility of
creating a lake out of Goose Creek Stream;
(15) Developed a City-school park as a pilot project for
possible future parks of such nature;
(16) Established a City sponsored ambulance service to
provide ambulance service for the City and its environs;
(17) Appointment of a Zoning Commission to consider the
adoption of zoning for the City;
(18) Adoption of a City Plan for the City; and
(19) Adoption of the major 1965 Bond Program; and
WHEREAS, during his terms of office, he has repre-
sented the City in the following capacities:
(1) Member of Baytown Air and Water Conservation Board;
(2) Representative on the Seven County Area Planning
Board;
(3) Member of the Texas Air and Water Resources Founda-
tion; and
(4) Chairman of Traffic Committee; and
WHEREAS, the City Council of the City of Baytown
desires to formally express its appreciation to Mayor Cravey
for his years of faithful civic participation in the govern-
ment of the City of Baytown; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN:

THAT the City of Baytown , by and through its duly
elected City Council , hereby formally recognizes and thanks
the Honorable Seaborn Cravey for his years in public office
in Baytown and hereby expressly makes and constitutes Seaborn
Cravey as "Mayor Emeritus" of the City of Baytown and resolves
that Mayor Emeritus Seaborn Cravey shall henceforth always
have a seat at the Council table of the City Council of the
City of Baytown .
