A UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BAYTOWN FORMALLY RECOGNIZING THE
PUBLIC NEED FOR THE CREATION OF A LEVEE DIS-
TRICT TO PROTECT LOr7-LYING AREAS WITHIN THE
CITY; VOICING ITS APPROVAL OF THE PROPOSED LE-
GISLATION BY REPRESENTATIVE JOE ALLEN CREATING
A LEVEE DISTRICT; AND AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE THIS RESOLUTION, AND DI-
RECTING THE CITY MANAGER TO FORWARD A CERTIFIED
COPY OF SAME TO REPRESENTATIVE JOE ALLEN.
WHEREAS , a bill prepared by Representative Joe
Allen of Baytown, pertaining to the creation of a levee
district for the Baytown area, has been introduced in the
Texas Legislature; and
WHEREAS, said bill is scheduled for a hearing by
the House Conservation and Reclamation Committee at 7 :30 p.m. ,
March 25, 1969 ; and
WHEREAS , the purpose of such legislation is to
create a conservation and reclamation district with the
authority to construct and maintain levees and other improve-
ments along bays and rivers within its boundaries ; and
WHEREAS , many areas within the proposed boundaries
of the said district are flood-prone , and have continually
suffered from the ravages of hurricane and storm damage; and
WHEREAS , the construction of levees and other im-
provements would allow the reclamation of land now subject
to the overflow of water, and would prevent the subsidence
of land and the flooding of land by high tides; and
WHEREAS , such a district would be empowered to re-
ceive Federal or State Funds if the same should become available,
or to levy taxes or issue bonds upon the approval of the
electorate; and
WHEREAS , the City Council of the City of Baytown
wishes to formally declare the public need for the creation
of such a district, and to publicly endorse and recommend
the approval of the proposed legislation; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF BAYTOWN:
Section 1: That the City Council hereby recog-
nizes the public need for the creation of a levee district
to protect low-lying areas within the City suffering from
the subsidence of land and flooding by tides.
Section 2 : That the City Council formally voices
its approval of the said legislation, and hereby endorses
the bill and recommends its passage in the Legislature.
Section 3: That the Mayor and City Clerk are
hereby authorized and directed to execute this resolution,
and the City Manager is directed to forward a certified
copy of same to Representative Allen.
INTRODUCED, READ and PASSED by the affirmative
vote of the City Council of the City of Baytown, this 20th
day of March, 1969 .
