A UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BAYTOWN VOICING ITS OPPOSITION TO
THE PROPOSED REGULATIONS BY THE UNITED STATES
DEPARTMENT OF TRANSPORTATION RELATING TO THE
DETERMINATION OF HIGHWAY ROUTES AND LOCATIONS,
AND PLEDGING ITS WHOLE-HEARTED SUPPORT TO THE
TEXAS HIGHWAY COMMISSION IN ITS OPPOSITION TO
THE SAID REGULATIONS; AUTHORIZING AND DIRECT-
ING THE MAYOR AND CITY CLERK TO EXECUTE THIS
RESOLUTION AND DIRECTING THE CITY MANAGER TO
FORWARD CERTIFIED COPIES OF SAME TO EACH UNITED
STATES SENATOR FROM THE STATE OF TEXAS AND TO
EACH UNITED STATES CONGRESSMAN FROM HARRIS COUNTY,
TEXAS .
WHEREAS , the City Council of the City of Baytown
is cognizant of certain directives dated October 13 , 1967
and March 15 , 1968, issued by the United States Department
of Transportation, proposing various regulations pertaining
to the location and construction of highway routes , together
with multifarious requirements by which Public Hearings re-
garding such highway planning would be governed; and
WHEREAS , the Department of Transportation has al-
ready promulgated regulations under Part 3 to Title 23 of
the Federal Regulations , which would remove the exercise of
authority concerning the location, design and construction
of highways from the Texas Highway Commission; and
WHEREAS , the proposed regulations promulgated by
the Department of Transportation would severely handicap the
process of highway planning, design and construction within
the State of Texas; and
WHEREAS , the City Council of the City of Baytown
wishes to voice its opposition to such proposed regulations
by the United States Department of Transportation, and to
join the Texas Highway Commission in seeking the rescission
of such regulations ; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN:
Section 1: That the proposed regulations by the
United States Department of Transportation pertaining to
the location and construction of highway routes are hereby
expressly opposed, and the City Council pledges its whole-
hearted support to the Texas Highway Commission in its op-
position to these regulations .
Section 2 : That the Mayor and City Clerk are
hereby authorized and directed to execute this resolution
and the City Manager is directed to forward certified copies
of same to each United States Senator for the State of Texas
and to each United States Congressman for Harris County,
Texas.
INTRODUCED, READ and PASSED by the affirmative
vote of the members of the City Council of the City of Baytown
on this 14th day of November, 1968.
