RESOLUTION NO. 191
AN UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
FORMALLY COMMENDING AND RECOGNIZING MR. HERBERT H. MEIER, MANAGER,
BAYTOWN REFINERY, HUMBLE OIL & REFINING COMPANY, AND SAID REFINERY FOR
THE MANY EFFORTS AND ACCOMPLISHMENTS BY SAID PLANT IN THE FIELD OF AIR
AND WATER CONSERVATION; DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE
THIS RESOLUTION AND DIRECTING THE CITY MANAGER TO PRESENT NO LESS THAN
TWO (2) CERTIFIED COPIES OF THIS RESOLUTION TO MR. HERBERT H. MEIER.
WHEREAS, the protection of natural bodies of water and the atmosphere has
become an increasing problem in this highly industrialized Nation in general and
in the Baytown - Harris County area in particular; and
WHEREAS, many private and public groups and organizations have expended
much time and money to this end; and
WHEREAS, the Baytown Plant of the Humble Oil. & Refining Company has been
recognized for at least twenty (20) years as a leader in air and water conservation;
and
WHEREAS, such Refinery started making studies, undertaking projects and
spending money immediately after World War II to protect and preserve such limited
resources; and
WHEREAS, Mr. Herbert H. Meier has been a recognized leader in such efforts;
and
WHEREAS, the Baytown Refinery was cited in 1966 by the Izaak Walton League
of America for its conservation accomplishments; and
WHEREAS, through the year 1965, over Thirteen Million ($13,000,000) Dollars
were spent for this purpose by the Baytown Plant alone in the protection of the
atmosphere and local bodies of water; and
WHEREAS, in 1967, such Refinery spent Four Hundred Thirty Thousand ($430,000)
Dollars in improving its nearly four hundred (400) acres of lagooning system for the
secondary treatment of waste water; and
WHEREAS, in 1967, the Baytown Refinery installed smokeless burners on six (6)
of its elevated flares at a cost of Two Hundred Seventy Thousand ($270,000) Dollars; and
WHEREAS, the Baytown Plant and Mr. Herbert H. Meier have a continuing pro-
gram of procedures to enhance the purity of air and water; NOW, THEREFORE:
BE IT RESOLVED, UNANIMOUSLY, BY THE CITY COUNCIL OF THE' CITY OF BAYTOWN:
That the Baytown Refinery, Humble Oil & Refining Company, and its Manager,
Mr. Herbert H. Meier, are hereby formally commended, recognized and thanked for
the many efforts and accomplishments in the field of air and water conservation
by said Refinery.
That the Mayor and City Clerk are hereby authorized and directed to
execute this resolution and the City Manager is directed to forward no less than
two (2) certified copies of this resolution to Mr. Herbert H. Meier.
INTRODUCED, READ and PASSED, unanimously, by an affirmative vote of the
City Council of the City of Baytown on this the 25th day of January, 1968.
