I,MREAS, the Gulf Coast, in general, is heavily industrialized; and 141REAS, the Houston Ship Channel and the Baytown area particularly have heavy concentration of industrial establishments; and i4IIMFe1S, it is to thymutual advantage cf industries and municipalitiQs to cooperate wherever possible for the general advancement of the affected popu- lation; and 11HEREAS, it is generally recognized that manufacturing industries rarely, if ever, directly use the municipal services of the City of Baytown; and lkMEAS, the City Council of the City of Baytown is of the opinion that manufacturing industries that do not use these municipal services should not ba fully annexed; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COTNCIL OF THE CITY OF B:'.YTG N: Section 1: That the City Council of the City of Baytown hereby finds, declares and established that manufacturing industries near the corporate limits of this City rarely, if ever, use tlha municipal services furnished by the City to its private citizens. Council further funds, declares and established that such z.anufacturing industries should not be annessd in excess of thirty OG%) per cent of the fair value of such property. New manufacturing industries shall not be annexed until no less than five (5) years have elapsed after complotion of construction. (For this pur oso net capital improvements to existing industry shall be treated as "new industry"). Section 2: That this Resolution shall take effect from and after its �cs .gu by the City Cou cil, and the .ayor and City Clerk are hereby authorized a;d uiruetcd to executo this Resolution and to properly publize same. The City Clerk is further direotad to furnish copies of this Resolution to the Chamber of Coumorco and interested industries.
