A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
AMENDING RESOLUTION NO. 2661 TO UPDATE THE NAME, APPOINTMENT,
COMPOSITION, TERMS ANI] REQUIRMENTS OF THE BAYTOWN POLICE
ADVISORY COMMITTEE MEMBERS AND TO EXTEND THE EFFECTIVE DATE;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
WHEREAS, in the summer of 2019, Mayor Capetillo established the Mayor's Community
Engagement Advisory Committee (the "Committee") to foster a healthy relationship between the
community and the Police Department; and
WHEREAS, on June 11, 2020, the City Council passed Resolution No. 2661, which confirmed the
Baytown Community Engagement Advisory Committee as a committee of the City and established its
composition purpose and duties; and
WHEREAS, such resolution is to go into effect on August 30, 2020; and
WHEREAS the Council desires to amend the resolution to:
1. rename the committee as the Baytown Police Advisory Committee,
2. establish residency requirements for the members,
3. limit the number of persons who will serve as members,
4. lengthen the term of office of the members,
5. include some training requirements/opportunities for its members,
6. add language how the members are appointed, and
7. extend the effective date of the resolution so that additional time is afforded to
receive, process and make appointments to the committee;
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: The recitals contained in the preamble of this resolution are true and correct and are
adopted as findings of the City Council of the City of Baytown.
Section 2: The City Council of the City of Baytown hereby amends Section 2 of Resolution No.
2661 to read as follows:
Section 2: The City of Baytown hereby confirms the Mayor's Community Engagement
Advisory Committee and establishes it as the Baytown Police Advisory Committee as follows:
a. Created; composition. There is created the Baytown Police Advisory Committee
which shall consist of nine (9) members. The committee should be composed of a
cross-section of the community. Council will endeavor to ensure that minority
groups will be represented in proportion to their citywide percentage
representation.
b. Purpose. The purpose of the Committee is to enhance and encourage
communication between the residents and the City and to provide comments,
suggestions, and recommendations to the City Council on police outreach,
community policing, officer training, and policies and procedures to ensure best
practices are in place and operational to create a community of trust.
Appointments.
1. Terms. Members of the Baytown Police Advisory Committee shall be
appointed by the City Council for staggered two-year terms, commencing on
October 1.
2. Appointments. Each member of the City Council as well as the City Manager
and the Chief of Police shall make one appointment to serve on the Baytown
Police Advisory Committee. All appointments are subject to Council's
approval, and such appointees serve at the pleasure of the City Council.
3. Initial appointments. For the initial appointments, five (5) members will serve
a two-year term, and four (4) members will serve a one-year term. The length
of terms of the initial members will be determined by the casting of lots.
4. Vacancies. If vacancies occur, such vacancies shall be filled in the same
manner as original appointments, except such terms shall only be for the
remainder of the unexpired term.
5. Qual,ications. The members of this committee shall be residents of the city,
except for the Mayor's initial appointment, who may reside in the City's
extraterritorial jurisdiction. Each member after appointed shall participate in
one police education program or activity during his/her term.
d. Meetings. All meetings of the Committee shall be subject to the Texas Open
Meetings Act.
Powers and duties. The Baytown Police Advisory Committee shall hold such
public forums to receive input from diverse conununity groups to enhance
understanding through communication and education, to improve and maintain the
public trust of the Baytown Police Department, and to further the purpose of the
Committee.
Reports. The Committee shall prepare and present quarterly reports to the City
Council.
Section 3: The City Council of the City of Baytown hereby amends Section 3 of Resolution No.
2661 to read as follows:
Section 3: This resolution shall take effect on October 1, 2020, after its passage by the City
Council of the City of Baytown.
Section 4: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown, Texas.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City of
