A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, ESTABLISHING PROCEDURAL GUIDELINES FOR TIIE
ELECTION OF THE MAYOR PRO TEM; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City Council of the City of Baytown, Texas, hereby establishes
procedural guidelines for the election of the Mayor Pro Tem, which guidelines are attached
Hereto as Exhibit "A" and incorporated herein for all intents and purposes.
Section 2: This resolution shall take effect immediately from and after its passage by
the City Council of the City of Baytown, Texas.

PROCEDURAL GUIDELINES
FOR THE SELECTION OF THE
MAYOR PRO TEM
CITY OF BAYTOWN, TEXAS
ESTABLISHMENT OF POSITION: —Baytown City Charter- Article II, Section 15
The council shall elect a mayor pro tem who shall act as mayor
during the absence or disability of the mayor and, if a vacancy
should occur, shall become mayor until the next regular election, at
which election a mayor shall be elected to fill the unexpired term.
SELECTION GUIDELINES:
Process:
1. Each Council Member and the Mayor shall have the duty to consider these
guidelines and all factors surrounding an individual's election to the office of
Mayor Pro Tern and shall thereafter vote in the best interest of the entire City.
2. The office has a six-month term commencing on July I" and January I" of
each year. The office will be filled by an election by the City Council from
within the City Council by a majority vote of those in attendance.
3. Generally, the elections will be held at the last regular council meeting in
June and December.
4. Unless voted otherwise by the City Council, the Council shall elect Council
Members based upon their districts on a rotating basis,e.g.,
a. District No. 1...................................July 1,2011 — December 31, 2011;
b. District No. 2.......................................January 1, 2012—June 30, 2012;
c. District No. 3...................................July 1, 2012—December 31,2012;
d. District No.4.......................................January 1, 2013—June 30,2013•
e. District No. 5.............................July 1, 2013 —December 31, 2013; and
f. District No. 6.......................................January 1, 2014—June 30, 2014.
This rotation shall continue in this fashion subject to the vote of the City
Council and the ability of the Council Member to qualify and serve.
5. Prior to the election,the prospective Mayor Pro Tern shall:
a) have reviewed the duties and responsibilities of BOTH the Mayor Pro
Tem AND the Mayor;
b) state at the meeting at which he or she is elected that he or she
understands and agrees to fulfill all the duties and responsibilities of
the office of Mayor Pro Tem; and
c) have served on Council for at least one year.
6. If a Council Member cannot serve or does not qualify to serve when his or her
appointment is scheduled to be made based upon the rotation established
herein, the City Council shall elect the next Council Member on the rotation
list unless voted otherwise.
7. It is expected that each Council Member present will vote (not abstain) at each
election of the Mayor Pro Tem.
Considerations: The Mayor and each Council Member shall consider the following
factors in electing a Mayor Pro Tem:
1. Demonstrated leadership skills with Council and City management;
2. Organizational skills;
3. Interpersonal skills in working with Council and city management;
4. Experience with and/or knowledge of the functions of city government;
5. Responsiveness to time deadlines on Council activities;
6. Demonstrated availability of time and willingness to devote the time; and
7. Demonstrated availability for promptly called special meetings -- both full
Council Meetings as well as administrative and informational meetings.
