CC Resolution No. 2122 - CRA2Final RESOLUTION NO. 2122 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, ESTABLISHING A COMMUNITY REVITALIZATION AREA PLAN OF PUBLIC HOUSING OF THE HOUSING AUTHORITY OF THE CITY OF BAYTOWN; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. raswrwarawawrwwwrwwrrrwrswssasssrrsasasaarrarraraaaaaawwrrrsrwrsrsrsrsrsasarrsrrarrr WHEREAS, the City of Baytown (the"City") has identified a critical need to revitalize areas of the City that are in disrepair, particularly public housing developments that are in need of redevelopment by comprehensive rehabilitation and modernization or that are obsolete and need to be demolished and replaced in whole or in part,on-site or off--site;and WHEREAS, the City will benefit from promoting and supporting such community revitalization efforts by the Housing Authority of the City of Baytown (the "Housing Authority') and their developer partner(s);and WHEREAS, the City agrees to support and work with the Housing Authority to comprehensively redevelop public housing, demolish obsolete public housing and replace demolished units on-site or off- site with new housing using innovative funding methods including public-private partnerships; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS: Section 1: That the recitals stated hereinabove are true and correct and are hereby adopted as the findings of the City Council of the City. Section 2: That the City Council of the City of Baytown hereby adopts the Community Revitalization Area Plan, which is attached hereto as Exhibit"A" and incorporated herein for all intents and purposes, in those targeted areas therein described for development and replacement of affordable housing in keeping with the City's five(5)year goals and priorities to modernize public housing. Section 3: This resolution shall take effect immediately from and after its passage by the City Council of the City. The demolition of the public housing developments known as Archia Courts located at 2500 N. Clyde Drive, Baytown, Texas 77520, and Sam Houston Courts located at 805 W. Nazro Street, Baytown,Texas 77520. 2. The replacement of any demolished public housing units with new affordable housing units financed by housing tax credits or other financing methods. 3. The replacement of 36 of the demolished public housing units at Archia Courts on a one-for-one basis at a site located at 2401 N. Alexander Drive, Baytown,Texas. 4. Any replacement public housing units will be maintained in the same manner as the other public housing units operated by Baytown Housing Authority("BHA")within the City. 5. All residential units will serve only those who are eligible for low income housing in accordance with all HUD and TDHCA requirements. 6. In connection with any revitalization efforts, BHA will enter into an agreement with the City for the Development that shall include, but not be limited to: i. an agreed upon site plan, in which all then-current landscaping and buffering requirements of the City are met and which demonstrates new urban building orientation, including, but not limited to, pedestrian-friendly site design, common recreation areas, and on-site management and maintenance areas in keeping with this community revitalization area plan; and ii. Covenants binding the BHA to this Community Revitalization Area Plan.
