A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS,AUTHORIZING THE INTERIM CITY MANAGER OF THE CITY OF
BAYTOWN TO SUBMIT A CONTINUATION GRANT APPLICATION FOR
THE POLICE DEPARTMENT IN RESPONSE TO THE GENERAL VICTIM
ASSISTANCE — DIRECT SERVICES PROGRAMS
SOLICITATION FROM THE CRIMINAL JUSTICE DIVISION (CJD) OF THE
TEXAS GOVERNOR'S OFFICE THROUGH THE HOUSTON-GALVESTON
AREA COUNCIL (H-GAC) FOR FY 2012 PERIOD; AUTHORIZING A CASH
MATCH IN AN AMOUNT NOT TO EXCEED SEVENTEEN THOUSAND
THREE HUNDRED SEVENTY-FIVE AND NO/100 DOLLARS ($17,375.00);
DESIGNATING AN AUTHORIZED REPRESENTATIVE; ASSURING
PROPER USE AND MAINTENANCE OF GRANT FUNDS; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS, the City of Baytown (the "City") desires to continue its program for
counseling persons who are victims of family violence and for deterring family violence; and
WHEREAS, the program includes the staffing of in-house counselors capable of
responding to the scene of a family violence disturbance to provide immediate, effective
intervention for such victims; and
WHEREAS, the grant if authorized will fund one full-time Program Coordinator/Case
Manager, who will work directly under the supervision of the Baytown Police Department and
who provides direct victim services, including but not limited to, crisis intervention,
counselingthospital accompaniment,and filing orders of emergency protection; and
WHEREAS, the City Council of the City of Baytown, Texas (the "City Council") finds
it in the best interest of the citizens of Baytown that the Family Violence Counseling/Victim
Services be operated for the Fiscal Year 2012; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the Interim City Manager of the City of Baytown is hereby
authorized to submit a continuation grant application for the Police Department in response to
the General Victim Assistance - Direct Services Programs Solicitation from the Criminal Justice
Division(CJD) of the Texas Governor's Office through the Houston-Galveston Area Council (H-
GAC) for the FY 2012 period.
Section 2: That pursuant to the terms of the grant referenced in Section 1 hereof, the
City Council of the City of Baytown hereby authorizes a cash match in an amount not to exceed
SEVENTEEN THOUSAND THREE HUNDRED SEVENTY-FIVE AND NO/100 DOLLARS
($17,375.00) for the Family Violence Counseling/Victim Services Project as required by the
Direct Victims Services RFA grant application.
Section 3: That the Interim City Manager is hereby designated as the authorized
representative of the City of Baytown for all purposes under the grant, including the acceptance,
affirmation, rejection, alteration, or termination of any grant award that may result from the
above application.
Section 4: That in the event of loss or misuse of the Criminal Justice Division grant
funds, the City Council of the City of Baytown hereby assures the Criminal Justice Division of
the Office of the Governor, State of Texas, that such grant funds will be returned to the Criminal
Justice Division in full.
Section 5: This resolution shall take effect immediately from and after its passage by
the City Council of the City of Baytown.
