The emergency plan is proposed to be tested on a three year cycle: Year one would be a table top, year two communications specific limited activation, and year three full scale exercise. 27 Local Mitigation Action Items Community/Jurisdiction: City of Baytown Proposed Mitigation Action(describe): Update Community Warning System Hazards)to be Mitigated: Toxic/Haz-Mat Release Department Responsible: Emergency Management Pre-Existing Project?(please indicate Yes or No) No If yes,Project Status?(i.e. Completed,Not Started,In Process, etc) ll completed or in process, please state any major milestones you lace with this project in the comments section below. Proposed Mitigation Action: Identify specific actions that,if accomplished, will reduce vulnerability and risk in the impact area. Actions should match mitigation goals and objectives. Hazard to be Mitigated: Document the hazard(s)the action attempts to mitigate. Department Responsible: Identify what department within the jurisdiction will be responsible for managing the project. Pre-existing project? Please indicate if this project was pre-existing from the previous mitigation plan. If yes,Project Status? If the project was pre-existing,list the status of each project(i.e.Completed,Not Started, In Process, etc). If the project is completed or in process, please state any major milestones you face with this project in the comments/milestones section at the bottom of the template. Priority: Indicate whether the action is: • High Priority—short term immediate—reducing overall risk to life and property • Moderate Priority—an action that should be implemented in the near future due to political or community support or ease of implementation • Low Priority—an action that should be implemented over the long term that may depend on the availability of funds. Project Estimated Cost: If applicable, indicate the cost to accomplish the mitigation action. This amount should be estimated until a final dollar amount can be determined. Funding Method: If applicable, indicate how the cost to complete the action will be funded. For example, funds may be provided from existing operating budgets(General Revenue),a previously established contingency fund (Contingency/Bonds),or a federal or state grant(External Sources). Project Schedule/Completion Timeframe: Indicate when the action will begin, and when the action is expected to be completed.Remember that some actions will require only a minimum amount of time, while others may require a long-term continuing effort. Project Affects on Existing Structures: Briefly describe how the proposed mitigation item would affect currently existing structures(ex.a proposed flood project would reduce the base flood elevation of a given neighborhood) Project Affects on Future Structures: Briefly describe how the proposed mitigation item would affect future structures(ex.A windstorm project which makes the building code stricter would increase the cost of construction for future development) Comments/Milestones: Include any comments or milestones as required for this action item. 33
