RESOLUTION NO.1986
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS,
DESIGNATING INTERSECTIONS FOR INSTALLATION OF THE EQUIPMENT
NECESSARY TO IMPLEMENT THE CITY'S PHOTOGRAPHIC TRAFFIC SIGNAL
ENFORCEMENT SYSTEM PROGRAM;AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.

WHEREAS.the Baytown Police Department is to provide accident and citation history for nine
heavily traveled,signalized intersections to American Traffic Solutions("ATS'):and
WHEREAS,based upon those reports.ATS shall study each of the following 23 approaches for
the nine intersections using a Video incident Monitoring Study(ViMS):
1.Northbound Garth Road at W.Cedar Bayou Lynchburg Road;
2.Southbound Garth Road at W.Cedar Bayou Lynchburg Road:
3.Eastbound W.Cedar Bayou Lynchburg Road at Garth Road:
4.Westbound W.Cedar Bayou Lynchburg Road at Garth Road:
5.Northbound N.Main Street at Massey Tompkins Road;
6.Southbound N.Main Street at Massey Tompkins Road;
7.Eastbound Rollingbrook Drive at N.Main Street;
8.Westbound Massey Tompkins Road at N.Main Street:
9.Northbound N.Main Street at State Highway 146
10.Southbound N.Main Street at State Highway 146
11.Northbound N.Alexander Dr.(Business 146)at Ward Road
12.Southbound N.Alexander Dr.(Business 146)at Ward Road

WHEREAS.based upon such study,equipment to implement the City's photographic traffic
signal enforcement system program may be installed upon recommendation by ATS and the concurrence
of the City Manager:NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1:That the City Council of the City of Baytown.Texas,hereby designates the
following intersections for installation of the equipment necessary to implement the City's photographic
traffic signal enforcement system program:
1.Northbound Garth Road at W.Cedar Bayou Lynchburg Road:
2.Southbound Garth Road at W.Cedar Bayou Lynchburg Road:
3.Eastbound W.Cedar Bayou Lynchburg Road at Garth Road:
4.Westbound W.Cedar Bayou Lynchburg Road at Garth Road:
5.Northbound N.Main Street at Massey Tompkins Road:

subject to the following conditions:
1.ATS determines.after a Video incident Monitoring Study(ViMS).that the intersection
warrants the installation of equipment to implement the City's photographic traffic signal
enforcement system program at the intersection:and
2.the City Manager.after reviewing the ViMS,determines that such equipment should be
installed at the intersection.
Section 2:That the City Manager is directed to take appropriate action to ensure that the
intersections designated in Section 1 are equipped to implement the City's photographic traffic signal
enforcement system program at the intersections if warranted.
Section 3:This resolution shall take effect immediately from and after its passage by the
City Council of the City of Baytown.Texas.
