A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN..TEXAS.
OPPOSING SENATE BILL 1471 RELATING TO THE COMPOSITION OF CERTAIN
REGIONAL PLANNING COMMISSIONS:AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.

WHEREAS,Senator Gallegos has introduced Senate Bill 1471,which mandates that Harris
County may not participate in a regional planning commission(council of government)with any other
county,and must withdraw from H-GAC,and which allows Harris County to form its own regional
planning commission;and
WHEREAS,Senate Bill 1471 would break-up the current Houston-Galveston Area Council("H-
GAC")region into two regions,Harris County and the remaining 12 H-GAC counties;and
WHEREAS,Senate Bill 1471 is detrimental to H-GAC,its members,and the citizens of the 13
county H-GAC region in that Senate Bill 1471:
disrupts long-established regional working relationships in transportation.disaster planning
and recovery,economic development planning,public safety,and air quality,solid waste
management and other environmental issues;
creates conflict with federal transportation law on metropolitan planning organizations
(MPO);
➢could adversely affect the ability to receive some transportation funding:
'shatters regional unity.erecting barriers to regional cooperation.Could adversely affect
federal funding to the entire region,as regional cooperation is often stressed in federal
programs;and
➢conflicts with state law on the designation and formation of councils of government.,and
WHEREAS.there are currently no single county`regional"councils of government in Texas;
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN.TEXAS:
Section 1:That all matters and facts set forth in the recitals hereinabove are found to be true by
the City Council of the City of Baytown.Texas.
Section 2:That the City Council of the City of Baytown,Texas,hereby registers its opposition to
Senate Bill 1471 relating to the composition of certain regional planning commissions.
Section 3:This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
