A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, ADOPTING AMENDMENTS TO APPENDIX A OF THE HARRIS
COUNTY ALL HAZARD MITIGATION PLAN TO ADDRESS MITIGATION
ACTIONS FOR ADDITIONAL HAZARDS AND THREATS WHICH MAY BE
FACED BY THE CITY; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
WHEREAS, under the Disaster Mitigation Act of 2000, the United States Federal
Emergency Management Agency (FEMA) requires that local jurisdictions have in place a
FEMA-approved Hazard Mitigation Action Plan as a condition of receipt of certain future
federal mitigation funding after May 1, 2005; and
WHEREAS, in order to meet this requirement, the City of Baytown together with Harris
County and certain municipalities, have adopted a countywide, multi jurisdictional All Hazard
Mitigation Plan (the"Plan"); and
WHEREAS, the Plan, which was adopted by the City on July 13, 2006, via Resolution
No. 1806, included the following six locally-specific mitigation actions:
Mitigation Action 1 — Increase hazards information at public library.
Mitigation Action 2 — Encourage homeowners to purchase flood insurance.
Mitigation Action 3 — Implement master drainage plan.
Mitigation Action 4— Implement detention pond project.
.> Mitigation Action 5 — Build water treatment plant to increase fire protection.
Mitigation Action 6— Repair or replace damaged storm water and sewer system.
WHEREAS, in its annual review of the Plan, the City Manager and the Office of
Emergency Management believe that adjustments are needed to the portion of Appendix A
pertaining to the City of Baytown's addendum to the Plan in order to address additional
mitigation actions; and
WHEREAS, being steadfast in its desire to prepare and mitigate for such circumstances,
the City Council agrees with such adjustments and wishes to amend Appendix A of the Plan to
include the following additional locally-specific mitigation actions, which will address additional
hazards and threats which may be Faced by the City:
:- Mitigation Action 7 — Harden appropriate Fire Stations for use as Tornado Shelters.
Mitigation Action 8 — Install hurricane shutters on critical City facilities.
Mitigation Action 9 — Provide Emergency Electricity for critical City Facilities.
Mitigation Action 10— Provide Portable Emergency Electricity for Sewer Lift Stations.
Mitigation Action 11 — Upgrade City EOC with additional hardened Space.
Mitigation Action 12 — Construct Hardened Community Disaster Shelter; NOW
THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City Council of the City of Baytown, Texas, hereby adopts
amendments to Appendix A of the Harris County All Hazard Mitigation Plan as the same
pertains to the City of Baytown's locally-specific mitigation actions. Such amended portion of
the Appendix pertaining to the City of Baytown's locally-specific mitigation actions is attached
hereto as Exhibit "A" and is incorporated herein for all intents and purposes.
Section 2: This resolution shall take effect immediately from and after its passage by
the City Council of the City of Baytown.
