RESOLUTION NO. 1795
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
RECOMMENDING THE FISCAL YEAR FOR THE BAYTOWN CRIME CONTROL
AND PREVENTION DISTRICT AND THE BAYTOWN FIRE CONTROL,
PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT; SETTING
FORTH RECOMMENDED PROCEDURES FOR ADOPTING THE BUDGETS OF
SAID DISTRICTS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown, Texas, hereby recommends to the
Board of Directors of the Baytown Crime Control and Prevention District and to the Board of Directors of
the Baytown Fire Control, Prevention, and Emergency Medical Services District that both Districts
operate on the basis of a fiscal year beginning on the first day of October and ending on the last day of
September of each calendar year. Such fiscal year shall also constitute the budget and accounting year.
Section 2: That the City Council of the City of Baytown, Texas, hereby recommends that
the following procedures be adopted by the Board of Directors of the Baytown Crime Control and
Prevention District and the Board of Directors of the Baytown Fire Control, Prevention, and Emergency
Medical Services District, hereinafter collectively referred to as the "District ":
a. Public hearing before the Board required. Not later than the 60`h day before the date each
fiscal year begins, the Board shall hold a public hearing on the proposed annual budget
for the upcoming fiscal year. However, it is recommended that this public hearing be held
not later than the 75`h day before the date each fiscal year begins.
Publication of time, date and place of public hearing. The Board shall publish notice of
the time, date and place of the public hearing on the proposed budget in a newspaper with
general circulation in the District not later than the tenth day before the date of the
hearing.
C. Public hearing before the Board held. At the public hearing conducted by the Board, all
residents of the District are entitled to be present and participate in the hearing.
d. Adoption of budget by the Board. After the public hearing on the proposed budget, the
Board shall adopt a budget for the upcoming fiscal year. The Board may make any
changes in the proposed budget that in its judgment the interests of the taxpayers demand.
Should the Board take no final action on or prior to the 601h day before the date a fiscal
year begins, the budget as originally proposed by the General Manager for the upcoming
fiscal year shall be deemed to have been finally adopted by the Board.
e. Submission of budget to the City Council of the City of Baytown. Within 10 days after
the budget is adopted or deemed adopted by the Board, the Board shall submit the budget
to the City Council of the City of Baytown, Texas (the "City Council ").
Amendment of the budget. The District's budget may be amended after the beginning of
the fiscal year on approval by the Board and the City Council.

Section 3: This resolution shall take effect immediately from and after its passage by the Board
of Directors of the Baytown Crime Control and Prevention District.
