CC Resolution No. 1786 37 RESOLUTION NO. 1786 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO SUBMIT A GRANT APPLICATION FOR THE DEVELOPMENT OF A CONSTRUCTION SITE OPERATOR TRAINING VIDEO TO THE GALVESTON BAY ESTUARY PROGRAM GALVESTON BAY: WATERSHED PROTECTION INITIATIVE TO THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY FOR THE PERIOD COMMENCING ON JUNE 14, 2006 AND ENDING ON AUGUST 31, 2007; DESIGNATING AN AUTHORIZED REPRESENTATIVE; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. WHEREAS, under the City of Baytown's Storm Water Management Program, the City is required to provide information regarding storm water regulations for construction site operators working within the city limits; and WHEREAS, as part of this effort, the Storm Water Division has prepared a grant application for the development of a construction site operator training video to the Galveston Bay Estuary Program Galveston Bay: Watershed Protection Initiative; and WHEREAS, the purpose of the project is to create a Regional Storm Water Training Video for the construction industry and to establish a regional program that can be utilized by municipalities throughout the Houston-Galveston area; and WHEREAS, the project will assist with implementation of non-point source pollutant reduction in new development as well as with establishing regional construction standards for non-point source pollution reduction as outlined in the NPS Action Plan of the Galveston Bay Plan; and WHEREAS, the project will be coordinated by the City of Baytown in partnership with the City of Pasadena and members of the Galveston Bay Construction Alliance, which include the City of Dickinson, the City of Friendswood, the City of LaMarque, the City of Nassau Bay, the City of Santa Fe, the City of Seabrook, the City of Texas City, the City of Webster, the City of Sugar Land, and Harris County; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Council of the city of Baytown authorizes and directs the City Manager of the City of Baytown to submit a grant application for the development of a construction site operator training video to the Galveston Bay Estuary Program Galveston Bay: Watershed Protection Initiative to the Texas Commission on Environmental Quality for the period commencing on June 14, 2006 and ending on August 31, 2007; and to provide for the City's portion of the required twenty-five percent (25%) in-kind match to further the above-described initiative. Section 2: That the City Manager is hereby designated as the authorized representative for all purposes under the grant, including the acceptance, affirmation, rejection or alteration of any grant award that may result from the above application. Section 3: This resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown. 3if INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City of Baytown this 27th day of April, 2006.
