CC Resolution No. 1741 66 RESOLUTION NO. 1741 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, ESTABLISHING THE CDBG-FUNDED AID TO VICTIMS OF HURRICANE KATRINA PROGRAM THAT WILL PROVIDE VARIOUS PUBLIC SERVICES TO THOSE DISPLACED BY HURRICANE KATRINA AND CURRENTLY RESIDING WITHIN THE CITY OF BAYTOWN; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS: Section 1: That the City Council of the City of Baytown hereby establishes the CDBG- funded Aid to Victims of Hurricane Katrina Program that will provide various public services to those displaced by Hurricane Katrina and currently residing within the City of Baytown. The program guidelines are attached hereto as Exhibit "A" and incorporated herein for all intents and purposes. Section 2: This resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown. PROGRAM DESCRIPTION The Hurricane Katrina Relief Program (the program) is sponsored by the City of Baytown and administered through its Planning and Development Services Department. The goal of the program is to assist the victims of Hurricane Katrina in re-establishing a suitable living environment within the city limits. Funding is provided by unexpended CDBG funds and general funds from the Southeast Texas Housing Finance Corporation. II. SERVICES OFFERED The Community Development Division will render any or a combination of the following: A. Transportation Services: • 20 one-way taxi rides up to $8 per ride within the city limits of Baytown; • 24 Harris County Coordinated Transportation Ride Coupons to allow persons to travel within Baytown and into Houston with a 24-hour advanced reservation; • Up to two (2) gasoline vouchers not to exceed $50 each. B. Childcare Expenses: • a two (2) month voucher for childcare expenses at a licensed day care facility in Baytown for no more than three (3) children per family for parents who are employed, actively seeking employment, or coordinating relocation efforts. C. Utility Assistance: • utility deposits and/or payments for purchased or rented single-family homes and/or multi-family complexes up to three (3) months. The fees would be paid directly to the provider of the service and not exceed $800 per household. D. Household Packs: • Furniture and/or household items including include beds, dining set, living room set, bedding, dishes, cutlery, and exclude electronics. • If rental units do not include the essential appliances, households may also receive a refrigerator and stove in the Household Pack. III. ELIGIBILITY REQUIREMENTS All potential participants must provide the appropriate documentation to verify they were displaced from the states of Louisiana, Alabama or Mississippi as a result of Hurricane Katrina. If a participant is claiming eligible displacement status, he or she must provide any one of the following: 1. valid state-issued drivers license; 2. valid state-issued primary identification; 3. valid voter's registration card; 4. documentation that participant is currently residing within the city limits of Baytown, such as current lease agreements, utility bill, or statement from a local shelter. A t IV. APPLICATION PROCESS Interested participants will obtain an application and the guidelines from the Baytown Resource & Assistance Center or the Planning and Development Services Department. Staff will explain the program requirements and answer any questions regarding the program. The participant is required to submit to Staff the eligibility verification forms and sign the information release forms allowing Staff verify information on the completed application. Staff will review the application and notify participant of eligibility status, which is contingent on fulfilling all requirements of the application process. Participants who meet the minimum requirements should contact a potential service provider to initiate services. V. HURRICANE KATRINA RELIEF GRANTS I. Grants will be used for payment to approved service providers. 2. The funds/voucher assistance is in the form of a grant payable at the time of service. 3. The amount granted depends upon the total amount necessary to receive requested services. VI. ELIGIBLE SERVICE PROVIDERS Eligible service providers must meet all of the following criteria: I. Utility company licensed to supply energy in the state of Texas; 2. childcare facility located within the city limits of Baytown and licensed with the state of Texas to provide childcare; 3. transportation providers must have a current contract with the City of Baytown. VII. RELATIONSHIP BETWEEN THE CITY OF BAYTOWN, THE SERVICE PROVIDER AND THE PARTICIPANT The Director of Planning and Development Services or his/her designee will represent the City of Baytown, when it is necessary to resolve disputes between the participant and the service provider. Upon both the Director of Planning and Development Services or his/her designee has the right to deem a participant or service provider as ineligible. The service provider and his/her employees shall not be discriminated against on the basis of religion, race, national origin, or gender. Community Development\Katrina Relief Program\090905.doc 2
