RESOLUTION NO. 1707
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, SUPPORTING THE CONTINUATION OF COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
WHEREAS, President Bush has proposed the elimination of the Community
Development Block Grant ("CDBG") program in his fiscal year 2006 budget by consolidating it
with other programs in an initiative entitled "Strengthening America's Communities Initiative';
and
WHEREAS, in the current year's federal budget, the 18 programs being consolidated
represent $5.8 billion in funding, while in the proposed 2006 federal budget, the same programs
will receive only $3.7 billion in funding, which is a 36% reduction; and
WHEREAS, CDBG has been the principal federal program providing funds since 1975 to
devise neighborhood approaches that improve the physical, economic and social conditions in
Baytown's low-moderate income areas; and
WHEREAS, the City has utilized CDBG funds for numerous programs targeting low-
moderate income areas and persons, including Homebuyers' Assistance, Housing Rehabilitation,
Neighborhood Park Development, Sidewalk Replacement, Vacant Lot Clearance, Senior
Transportation, Demolition, Literacy Tutorials, Code Enforcement, and Downtown
Redevelopment; and
WHEREAS, CDBG funds have also been granted to social service organizations
including Bay Area Rehabilitation Center, Our Promise for West Baytown, New Horizon's
Family Center, Baytown YMCA and Habitat for Humanity; and
WHEREAS, the loss of CDBG funding in Baytown would severely impact the efforts to
combat poverty, develop and conserve safe affordable housing, provide economic opportunities,
and maintain a decent living environment for low-moderate income persons and areas; and
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section l: All matters and facts set forth in the recitals above are found to be true,
and are approved as the findings of the City Council of the City of Baytown; and
Section 2: That the City Council of the City of Baytown supports the continuation of
the Community Development Block Grant Program.

Section 3: This resolution shall take effect immediately from and after its passage by
the City Council of the City of Baytown.
