CC Resolution No. 1593 42 RESOLUTION NO. 1593 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,AUTHORIZING THE CITY MANAGER TO MAKE APPLICATION TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE 2003-2004 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS; DESIGNATING AN AUTHORIZED REPRESENTATIVE; AUTHORIZING THE REPRESENTATIVE TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT MAY RESULT THEREFROM;AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. WHEREAS, the 2003-2004 Community Development Block Grant Funds are sources of federal revenue that are made available to local Community Development Programs for use in reconstructing streets and drainage facilities, the rehabilitation of owner occupied homes and providing transportation; and WHEREAS,the Baytown Community Development Program(the"Program")is eligible for such funds and desires to apply for a grant; and WHEREAS, the Community Development Advisory Committee and City Administration have made recommendations as to the amounts of funds and the types of programs for which the City of Baytown should apply; and WHEREAS, the City Council has reviewed both recommendations; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: The City Council hereby approves the and authorizes the City Manager to make application to the United States Department of Housing and Urban Development for 2003- 2004 Community Development Block Grant Funds for the amounts and programs described in Exhibit "A," which is attached hereto and incorporated herein for all intents and purposes. Section 2: That the City Manager is hereby designated as the authorized representative for all purposes under the grant. Section 3: That the City Manager of the City of Baytown is hereby authorized to accept or affirm any grant award that may result from the above application. Additional funds for required drainage improvements. Tejas Park Funds were used to begin planning and design work for major rehab. $0 Additional funds for actual construction. Sidewalk,Curb&Alleyway Repairs Funds for a Public Works crew to repair/replace dilapidated sidewalks,curbs, $181,125 gutters,and alleyways plus construct handicap ramps in the target areas. Vacant Lot and Alleyway Clearance Funds provide disposal fees to clear vacant lots and alleyways of overgrown $0 conditions in the CDBG target areas to prevent further deterioration of the area. Code Enforcement Program Funds will provide a portion of salaries and related expenses for five(5) $144,200 Neighborhood Protection Officers to enforce nuisance violations including high weeds,junk vehicles,illegal dumping,fires,hazardous materials,etc. Demolition of Structures Funds for salary and related benefits for the Urban Rehabilitation Specialist to $140,000 address vacant&dilapidated structures.Staff also works with the Urban Rehab Standard Review Board and administers the Rental Inspection Program. Other costs include demolition/securing 25 structures and asbestos abatement. Residential Sewer Line Replacement Funds to replace failing sanitary sewer service lines for at least sixteen(16) $48,000 low/moderate-income homeowners in the CDBG target area. Basic Home Improvement Program provides up to$5,000 to at least ten(10)low/moderate income $56,450 homeowners for repairs that will bring a system(s)into code compliance. Homebuyers'Assistance Program Program costs include salary and related benefits for the Housing Planner. $158,334 Other costs include actual closing costs for at least twenty(20)homebuyers and nine(9)home buying training workshops for all interested citizens. Housing Rehabilitation Program costs include salary and benefits for the Housing Rehab Specialist. $271,497 Other costs include code-compliant repairs and lead-based paint abatement for at least nine(9)low income homeowners. Staff also administers the Basic Home Improvement Program. Our Promise for West Baytown Funds were used for staff to provide youth tutoring and other operating expenses. $8,000 Additional funds for computer software,utilities,janitorial services,insurance, and transportation costs to assist the Promise Study Club operations. Senior/Disabled Citizens Taxi Program Program provides low income citizens with four(4)one-way rides per month up $64,667 to$6.00. Staff provides additional services via the Baytown Para-Transit Program. Exhibit"A" COMMUNITY DEVELOPMENT BLOCK GRANT 2003-2004 PROPOSED PROJECTS WITH CDAC AND STAFF RECOMMENDATIONS FUNDS TO BE REQUESTED Literacy Programs-Sterling Municipal Library Salaries and related expenses to administer individual and small group tutoring $62,546 for functionally illiterate adults. Families Learning Together-Salaries for part-time personnel to teach parents $27,454 English,academic parenting skills,computer skills,and to increase participant's access to local resources. Downtown Redevelopment Coordinator Salaries and related expenses to coordinate the economic and physical $56,958 revitalization of the historic retail districts of Baytown. Staff is preparing to apply for inclusion in the Texas Main Street Program. Program Administration General program administration includes salaries and related benefits for the $152,642 CDBG Planner,CDBG Secretary,and 25%of the Grant Accountant.
