RESOLUTION NO. 1578
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
INCREASING THE BASIC HOME IMPROVEMENT PROGRAM LIMIT FOR
PLUMBING REPAIRS AT 200 W. HUMBLE STREET; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.

WHEREAS, the Basic Home Improvement Program (the "Program") provides income-eligible
homeowners up to $5,000 for necessary repairs to bring a system into code compliance; and
WHEREAS,on March 6,2003,a Program project was commenced at 200 W. Humble Street for the
renovation of the bathroom facilities,which renovations were necessitated by extensive water damage due to
drain line leaks; and
WHEREAS, exposing the plumbing system revealed not only crumbling pipes of cast iron and clay
material but also evidence of numerous leaks to the water and sewer lines; and
WHEREAS, the City staff has determined that the existing plumbing system beneath the home is
inoperable and irreparable and recommends that the existing plumbing system be abandoned; and
WHEREAS,because water and sewer service cannot be restored to the structure without installation of
a new plumbing system, the Program limits for the plumbing repairs at 200 W. Humble Street need to be
increased by FOUR THOUSAND THIRTY-FIVE AND NO/100 DOLLARS ($4,035.00); and
WHEREAS,the City Council, in furtherance of its goal to assist low to moderate homeowners with
code compliance repairs to their principal residential structures, hereby finds the Basic Home Improvement
Program limit should be increased as herein specified for the plumbing repairs at 200 W.Humble Street;NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown, Texas, hereby increases the Basic
Home Improvement Program limit for plumbing repairs at 200 W. Humble Street by FOUR THOUSAND
THIRTY-FIVE AND NO/100 DOLLARS ($4,035.00).
Section 2: This resolution shall take effect immediately from and after its passage by the City
Council of the City of Baytown, Texas.
INTRODUCED, READ and PASSED, by the affirmative vote of the City Council of the City of
Baytown this the 27th day of March, 2003.
