RESOLUTION NO. 1538
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING THE CITY MANAGER OF THE CITY OF
BAYTOWN TO APPLY FOR A GRANT WITH THE STATE OF TEXAS,
OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, FOR THE
JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT PROGRAM;
AUTHORIZING THE CITY MANAGER TO APPOINT A JUVENILE CRIME
ENFORCEMENT COALITION; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
WHEREAS, the City Council of the City of Baytown desires to aid in the reduction of
juvenile crime within the City of Baytown; and
WHEREAS, the City of Baytown has been invited to apply for grant funds for such
purpose with the State of Texas, Office of the Governor, Criminal Justice Division pursuant to
the Juvenile Accountability Incentive Block Grant Program (the"Program"); and
WHEREAS, pursuant to the Program, the City of Baytown is eligible to receive up to
TWENTY-NINE THOUSAND FOUR HUNDRED NINETY AND NO/100 DOLLARS
($29,490.00) if the City matches such funds with THREE THOUSAND TWO HUNDRED
SEVENTY-SEVEN AND NO/100 DOLLARS ($3,277.00); and
WHEREAS, the Program funds will be expended to provide alternative juvenile
sentencing in Municipal Court, which may include, but not be limited to, requiring attendance of
both juveniles and their parents at educational sessions on juvenile crime and its consequences,
researching and writing an essay on various aspects of juvenile crime, and performing
miscellaneous community service projects within the City; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City Council of the City of Baytown hereby approves submission
of the grant application for the Juvenile Accountability Incentive Block Grant Program (the
"Program") to the State of Texas, Office of the Governor, Criminal Justice Division.
Section 2: That the City Manager of the City of Baytown is hereby designated as the
authorized representative for all purposes under the grant.
Section 3: That the City Manager of the City of Baytown is hereby authorized to
accept or affirm any grant award that may result from the above application.
Section 4: That the City Council of the City of Baytown has agreed that in the event
of loss or misuse of the Criminal Justice Division funds, the City of Baytown assures that the
funds will be returned to the Criminal Justice Division in full.

Section 5: That the City Manager of the City of Baytown is hereby authorized to
nominate, subject to the city council's confirmation, members to the Juvenile Crime
Enforcement Coalition (the "Coalition"). The Coalition is charged with creating a Coordinated
Enforcement Plan for reducing juvenile crime within the incorporated limits of the City of
Baytown and shall be comprised of the following:
1. two police officers of the City of Baytown;
2. a constable with jurisdiction in the City of Baytown;
3. the City of Baytown's Municipal Court Prosecutor;
4. a member of the Harris County Juvenile Probation Department;
5. a representative from the Goose Creek Consolidated Independent School
District's Truancy Program;
6. two representatives from area businesses knowledgeable in juvenile crime issues;
and
7. one representative from the Communities in Schools.
Section 6: This resolution shall take effect immediately from and after its passage by
the City Council of the City of Baytown.
