RESOLUTION NO. 1529
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, DESIGNATING THE CITY MANAGER AS BEING RESPONSIBLE
FOR, ACTING FOR, AND ON BEHALF OF THE CITY OF BAYTOWN IN
DEALING WITH THE TEXAS PARKS & WILDLIFE DEPARTMENT FOR
THE PURPOSE OF PARTICIPATING IN THE TEXAS RECREATION &
PARKS ACCOUNT GRANT PROGRAM; AUTHORIZING THE CITY
MANAGER TO MAKE APPLICATION FOR A GRANT FOR THE
DEVELOPMENT OF THE WAYNE GRAY SPORTS COMPLEX
EXPANSION AND RENOVATIONS AND THE REPUBLIC OF TEXAS
PLAZA AND AUTHORIZING A MATCH IN THE AMOUNT OF FIVE
HUNDRED THOUSAND AND NO/100 DOLLARS ($500,000.00);
CERTIFYING THAT THE CITY OF BAYTOWN IS ELIGIBLE TO RECEIVE
PROGRAM ASSISTANCE; CERTIFYING THAT THE CITY OF
BAYTOWN'S MATCHING SHARE IS READILY AVAILABLE;
DEDICATING THE PROPOSED SITE FOR PERMANENT PUBLIC PARK
AND RECREATIONAL USES; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
WHEREAS, the Texas Legislature has approved the Program (Section 24 of the Parks &
Wildlife Code) for the purpose of allowing the political subdivisions of the State of Texas to
participate in the Program; and
WHEREAS, the City of Baytown is fully eligible to receive assistance under the
Program; and
WHEREAS, the City of Baytown (the "City"), desires to make application to the Texas
Parks and Wildlife Department for a grant for the development of the Wayne Gray Sports
Complex expansion and renovations and the Republic of Texas Plaza; and
WHEREAS, the City is desirous of authorizing an official to represent and act for the
City in dealing with the Texas Parks &Wildlife Department concerning the Program; and
WHEREAS, the grant requires that the City provide an match in the amount of FIVE
HUNDRED THOUSAND AND NO/100 DOLLARS ($500,000.00); and
WHEREAS, the project will consist of land acquisition and the development of sixty(60)
acres of the existing Wayne Gray Sports Complex and the Republic of Texas Plaza and will
include trails, a freshwater pond, a playground, a large pavilion, renovation of four softball
fields, construction of four new softball fields, tennis court lighting upgrades, sand volleyball
courts and an interpretive barn for the Republic of Texas Plaza; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:

Section 1: That the City Manager of the City of Baytown is hereby designated as
being responsible for, acting for and on behalf of the City of Baytown in dealing with the Texas
Parks & Wildlife Department for the purpose of participating in the Texas Recreation & Parks
Account Grant Program (the"Program").
Section 2: That the City Manager of the City of Baytown is authorized to make
application for a grant for the development of the Wayne Gray Sports Complex expansion and
renovations and the Republic of Texas Plaza and is authorized to provide a match in the amount
of FIVE HUNDRED THOUSAND AND NO/100 DOLLARS ($500,000.00).
Section 3: That the City Council of the City of Baytown hereby certifies that it is
eligible to receive assistance under the Program.
Section 4: That the City Council of the City of Baytown hereby certifies that the
matching share of FIVE HUNDRED THOUSAND AND NO/100 DOLLARS ($500,000.00) is
readily available at this time.
Section 5: That the City Council of the City of Baytown hereby authorizes the City
Manager to make application to the Texas Parks & Wildlife Department concerning the site to be
known as the Wayne Gray Sports Park and the Republic of Texas Plaza in the City of Baytown
for use as a park site and certifies that such property will be dedicated upon grant approval for
public park and recreation purposes in perpetuity.
Section 6: This resolution shall take effect from and after its passage by the City
Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the
City of Baytown this the 24th day of January, 2002.
