CC Resolution No. 1460 2741 Resolution No. 1460 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING A LITTER ABATEMENT PROGRAM TO DEVELOP AND IMPLEMENT SOLUTIONS FOR LITTER REDUCTION THROUGH PUBLIC AWARENESS, EDUCATION, CLEAN-UP AND ENFORCEMENT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. WHEREAS, the City of Baytown (the "City") is a city on the move, with a unique blend of cultures and organizations; and WHEREAS, the City Council in adopting the 1992 Comprehensive Plan envisioned the City as "a vibrant, dynamic community which cherishes its heritage, embraces the challenge of creating its new future, and is listed among the Nation's most desired places in which to live, work, and play"; and WHEREAS, some of the main objectives of the Baytown 2020 Plan are "[tjo enhance the image of Baytown by the use of external marketing strategies and internal policies and procedures [and tjo encourage the beautification of our community in order to provide heightened quality of life for residents, the commercial/industrial sector and visitors alike"; and WHEREAS, the City of Baytown is characterized by its active community organizations and volunteers, who enthusiastically work together with the City to further these objectives as well as other objectives contained in the City's comprehensive plan; and WHEREAS, the City Council desires the City to coordinate educational activities concerning litter reduction, increase public awareness of the City's Litter Abatement Program; sponsor clean-up activities; and strengthen litter abatement enforcement activities; NOW THEREFORE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Council of the City of Baytown, Texas, hereby authorizes a Litter Abatement Program that coordinates the efforts of the City and the community to establish the City of Baytown as a most desired place to live, work, and play. The Program shall include, but not be limited to, the following elements: ➢ Public Awareness ➢ With a calendar of events for local environmental activities; and ➢ With an Adopt-A-Street Program for volunteers. ➢ Education ➢ By coordination and listing of environmental educational opportunities throughout the City. 2742 ➢ Clean-up Activities ➢ By promoting and coordinating community-based clean-up activities supported by the City's operations and volunteers. ➢ Enforcement Activities ➢ By providing consistent application of the ordinances against littering and improper disposal of solid waste; and ➢ Through a policy of no-tolerance for repeat offenders through the court system. Section 2: This Resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown, Texas.
