RESOLUTION NO. 1403
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, SUPPORTING THE EXPANSION OF THE PORT OF HOUSTON AT
BAYPORT TO INCREASE REGIONAL PROSPERITY, CONTINUE
ECONOMIC GROWTH AND KEEP HOUSTON AT THE FOREFRONT OF
WORLD TRADE; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
WHEREAS, Houston's continued success as a leader of world commerce depends on its
continued success as a seaport; and
WHEREAS, the Port of Houston has been for the past century the primary drive of the
Houston area's development into a leader of global commerce; and
WHEREAS,the Port of Houston contributes $7.7 billion annually into the local economy
and generates jobs for over 204,000 Texans; and
WHEREAS, activity at the Port of Houston generates $525 million annually in state and
local taxes; and
WHEREAS, the maritime trade industry is being transformed by accelerating forces of
consolidation, automation and competition necessitating the adaptation of port operations to meet
these changes; and
WHEREAS, other seaports are investing heavily in their operations for the stated purpose
of taking Houston's business; and
WHEREAS, the Port of Houston Authority must expand its container handling ability or
lose business to other competing East Coast and Gulf Coast seaports, reducing area employment
and impairing the region's quality of life; and
WHEREAS, construction of Bayport will create over 28,000 new jobs and enable
Houston's growing cruise industry to expand; and
WHEREAS, the Port of Houston Authority has proven itself to be innovative and
precedent-setting in balancing economic development and environmental responsibility; and
WHEREAS, the Port of Houston Authority is committed to designing the Bayport facility
with careful consideration of community input;NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:

Section 1: That the City Council of the City of Baytown supports the construction of
a new Port of Houston Authority container-handling facility at Bayport in order to increase
regional prosperity, continue economic growth and keep Houston at the forefront of world trade.
Section 2: This resolution shall take effect immediately from and after its passage by
the City Council of the City of Baytown, Texas.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the
City of Baytown this the 14w day of October, 1999.
