CC Resolution No. 1396 2645 RESOLUTION NO. 1396 A RESOLUTION AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN, TEXAS, TO MAKE APPLICATION TO THE TEXAS DEPARTMENT OF TRANSPORTATION ENHANCEMENT PROGRAM FOR FUNDING FOR VARIOUS PROJECTS INTEGRAL TO THE MASTER PLAN OF THE BAYTOWN NATURE CENTER; DESIGNATING AN AUTHORIZED REPRESENTATIVE; AUTHORIZING REPRESENTATIVE TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT MAY RESULT THEREFROM; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. WHEREAS, the Texas Department of Transportation has established a Statewide Transportation Enhancement Program for various projects, including facilities for improved public access, acquisition of scenic easement and scenic sites, and landscaping and scenic beautification projects; and WHEREAS, the Baytown Nature Center is a premier site on the Great Texas Coastal Birding Trail and the City of Baytown's largest and the most unique natural resource park area; and WHEREAS, the construction of a new, landscaped entrance to such center and the construction of scenic entry and exist drives will significantly improve public access and the public's safety and enjoyment of the park; and WHEREAS, this construction is an integral part of the City of Baytown's master plan for the Baytown Nature Center; and WHEREAS, the City of Baytown is eligible for funds from the Texas Department of Transportation Enhancement Program and now desires to apply for funding for the above- referenced projects;NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Manager of the City of Baytown is hereby authorized to make application to the Texas Department of Transportation Enhancement Program for a grant for a new, landscaped entrance to the Baytown Nature Center consistent with the adopted master plan in the following approximated amounts: Entrance and Exit Roads and Related Construction ......................................................... $500,000 Beautification/Landscaping ............................................................................................... 75,000 LandAcquisition................................................................................................................ 29,500 Planning/Engineering/Design............................................................................................ 95,000 Inspectionand Testing....................................................................................................... 16,000 Contingency....................................................................................................................... 34,500 TotalProject Cost .................................................................................................. $750,000 2646 Section 2: The funding for the above-referenced project improvements is projected to be as follows: Texas DOT Enhancement Funding.................................................................................... $600,000 City of Baytown Funding .................................................................................................. 150,000 Total Project Cost .................................................................................................. $750,000 Section 3: That the City Manager is hereby designated as the authorized representative for all purposes under the grant. Section 4: That the City Manager of the City of Baytown is hereby authorized to accept or affirm any grant award that may result from the above application. Section 5: This resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown.
