CC Resolution No. 1345 2570 RESOLUTION NO. 1345 A RESOLUTION AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN, TEXAS, TO SUBMIT A GRANT APPLICATION TO THE STATE DIVISION OF EMERGENCY MANAGEMENT FOR THE PURCHASE OF MATERIALS TO ENHANCE OPERATIONAL READINESS OF LOCAL JURISDICTIONS TO RESPOND TO A MAJOR DISASTER WHEREAS, the City of Baytown (the "City"), in accordance with state regulations, has designated the Baytown Office of Emergency Management (the "OEM") to mitigate the effects of natural or technological hazards within the City; and WHEREAS, the Baytown OEM has applied to the State Division of Emergency Management for grant funds up to SIXTEEN THOUSAND TWO HUNDRED TWENTY- FIVE AND NO1100 DOLLARS ($16,225.00) to provide financial assistance of fifty percent (50%) of the total costs to purchase an automated Emergency Notification Communications system to enhance the operational readiness of the City to respond to a major disaster with sufficient command, control and communications to help citizens in distress during a major disaster; and WHEREAS, the Federal Emergency Management Agency Facilities and Equipment Program, through the State Division of Emergency Management, includes funding to qualified local governments to assist in the design, construction and implementation of direction and control facilities or systems based on the program emphasis, and the City is eligible to apply under this program; and WHEREAS, conditions of acceptance for the grant require an enabling resolution from the City Council; and WHEREAS, the City will serve as fiscal agent for the Baytown OEM; and WHEREAS, the City will provide a temporary account to accommodate the operating fund for the project; and WHEREAS, the State of Texas agrees to reimburse the City for documented expenses for the project up to a maximum amount of SIXTEEN THOUSAND TWO HUNDRED TWENTY-FIVE AND N0/100 DOLLARS ($16,225.00); and WHEREAS, the Baytown OEM has assured the City Council it is confident the project can be successfully completed prior to September 30, 1998; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Council of the City of Baytown hereby approves the application heretofore made to the State Division of Emergency Management for the purchase 2571 of equipment to enhance operational readiness of local jurisdictions to respond to a major disaster. Section 2: That the City Manager of the City of Baytown is hereby designated as the authorized representative for all purposes under the grant. Section 3: That the City Manager of the City of Baytown is hereby authorized to accept or affirm any grant award that may result from the above application. Section 4: This resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown.
