RESOLUTION NO. 1319
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, OPPOSING THE CONSTRUCTION OF A 120-UNIT APARTMENT
COMPLEX, TEXAS DEPARTMENT OF HOUSING AND COMMUNITY
AFFAIRS DEVELOPMENT #97137, TO BE KNOWN AS PARK ON GOOSE
CREEK.
WHEREAS, the City Council of the City of Baytown in May 1992 adopted the City of
Baytown Comprehensive Plan; and
WHEREAS,the City Council of the City of Baytown in July 1995 adopted the Housing and
Urban Development-approved City of Baytown Consolidated Plan; and
WHEREAS, both of the above-referenced plans address the needs of the City of Baytown's
rental market to be (i)rehabilitation of existing substandard structures, (ii) restoration of abandoned
vacant housing, and (iii) additional units consisting of three or more bedrooms; and
WHEREAS, the City Council of the City of Baytown believes that the development of
additional new units will not be as beneficial to the citizenry who are eligible for such services as
those addressed above in the City of Baytown's Comprehensive Plan and the Consolidated Plan;
NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown hereby opposes construction
of a 120-unit apartment complex, Texas Department of Housing and Community Affairs
Development#97137, to be known as Park on Goose Creek.
Section 2: That the City Council of the City of Baytown believes that the rental market
of the City of Baytown will be best met by following the guidelines of the Comprehensive Plan and
Consolidated Plan.
Section 3: This resolution shall take effect immediately from and after its passage by the
City Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City
of Baytown this the 28" day of August, 1997.
