RESOLUTION NO. 1316
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS, SUSPENDING
RESOLUTION NO. 1210,WHICH ESTABLISHED THE POLICY AND GUIDELINES REGARDING
THE INSTALLATION OF ROAD HUMPS WITHIN THE CITY OF BAYTOWN; AND PROVIDING
FOR THE EFFECTIVE DATE THEREOF.
WHEREAS, the increasing number of road humps installed within the City of Baytown(the "City") has caused
many citizens to voice their concerns about the use of the same to the Growth Management and Development Advisory
Commission (the "Commission") as well as to the City's administration; and
WHEREAS,the City's administration has studied the complaints received from the citizens in areas where road
humps were installed and/or on the list to be installed and found that the use of road humps may not only divert traffic
to other residential streets but also impact the response time of emergency vehicles; and
WHEREAS, the use of road humps also raises budgetary concerns regarding the cost of the installation, design
and maintenance of road humps; and
WHEREAS,the Commission in the future desires to incorporate various traffic calming techniques, instead of
relying solely on road humps, to equalize the use of streets among automobiles, pedestrians, bicyclists and playing
children and to reduce traffic volume and speed in neighborhoods while maintaining maximum mobility and access;
and
WHEREAS, the City's administration has requested funding for traffic calming techniques in the upcoming
budget year; therefore, the Commission desires that the Road Hump Installation Policy and Guidelines adopted by the
City Council on the 28th day of April, 1994, in Resolution No. 1210 be suspended.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown, Texas, hereby indefinitely suspends Resolution
No. 1210 adopted on the 28th day of April, 1994, which established the policy and guidelines regarding the installation
of road humps within the City of Baytown, Texas. As such, no road humps shall be installed within the City of
Baytown, Texas, after the effective date of this resolution until the City Council lifts this suspension, unless the
Commission has previously approved the installation of the same prior to the effective date hereof.
Section 2: This resolution shall take effect immediately from and after its passage by the City Council of
the City of Baytown.
