RESOLUTION NO. 1310
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AND THE CITY OF BAYTOWN'S PARKS AND RECREATION
ADVISORY BOARD SUPPORTING ACTION BY THE SEVENTY-FIFTH
LEGISLATURE OF THE STATE OF TEXAS TO RAISE OR ELIMINATE THE
"CAP" ON THE TEXAS RECREATION AND PARKS ACCOUNT, THE STATE
PARK FUND, AND THE COMMISSION'S DISCRETIONARY FUND;
ENDORSING S.B. 807; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
WHEREAS, the Texas Recreation and Parks Account, the Texas State Park Fund, and the
Commission's Discretionary Fund,was "capped" at$32 million of the sales tax dollars collected for
sporting goods sales tax dollars collected for sporting goods sales; and
WHEREAS,because of the cap, which is well below total sales taxes collected on sporting
goods sales taxes, the ability to meet the needs of a growing Texas population and tourism industry
is impaired; and
WHEREAS, only 93 of the 193 applications for grants to local governments for parks could
be funded due to limited grant funds; and
WHEREAS, only 6 of 24 applications for indoor recreation facilities could be approved due
to limited grant funds; and
WHEREAS, only 15 of 137 applications for the Outdoor Outreach Program could be
approved due to limited grant funds; and
WHEREAS,the Texas State Parks System now faces a$75 million backlog of critical repair
needs to recreation facilities throughout the state; and
WHEREAS, through the Texas Recreation and Park Society, city and county parks and
recreation agencies are collaborating with the Texas Parks and Wildlife Department throughout the
state to ensure the most effective and efficient use of grant funds; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
AND THE CITY OF BAYTOWN'S PARKS AND RECREATION ADVISORY BOARD:
Section 1: That the City Council of the City of Baytown and the City of Baytown's Parks
and Recreation Advisory Board hereby endorse and encourage action by the Seventy-fifth Texas
Legislature to raise or eliminate the "cap" on the Texas Recreation and Parks Account,the State Park
Fund, and Commission's Discretionary Fund.

Section 2: That the City Council of the City of Baytown and the City of Baytown's Parks
and Recreation Advisory Board hereby specifically endorse S.B. 807 by Senator Lucie.
Section 3: That the City Council of the City of Baytown and the City of Baytown's Parks
and Recreation Advisory Board believe this action by the Texas Legislature will be most beneficial
to all residents of Texas.
Section 4: This resolution shall take effect immediately from and after its passage by the
City Council of the City of Baytown and the City of Baytown's Parks and Recreation Advisory
Board.
