RESOLUTION NO. 1243
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, REGISTERING THE CITY' S SUPPORT OF THE EFFORTS OF
THE CITIES OF ARLINGTON, DALLAS, HOUSTON, EL PASO,
SPEARMAN, ABILENE, PORT NECHES, FRIENDSWOOD, DENISON,
BROWNWOOD AND GRAND PRAIRIE TO AMEND PROPOSED SENATE BILL
373 AND PROPOSED HOUSE BILL 3164 REGARDING THE PUBLIC
UTILITY COMMISSION; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
WHEREAS, Senate Bill 373 and House Bill 3164 propose to make
sweeping changes as to how electric utilities operate and to the
current process for regulating electric utilities; and
WHEREAS, some of the proposed changes found in the above-
referenced proposed legislation will harm consumers and will
diminish the current regulatory authority of municipalities; and
WHEREAS, the Cities of Arlington, Dallas, Houston, E1 Paso,
Spearman, Abilene, Port Neches, Friendswood, Denison, Brownwood and
Grand Prairie ( "Cities" ) have agreed to jointly pursue amendments
to correct the major problems with the proposed bills in order to
achieve a fair balance between the utilities, the consumers and the
wholesale power competitors while maintaining the current level of
regulatory oversight by municipalities; and
WHEREAS, amendments to accomplish these objectives will be
submitted on behalf of the Cities; and
WHEREAS, the Mayor, City Council, and City Administration
support and encourage the efforts of the Cities; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS :
Section 1 : That the City Council of the City of Baytown,
Texas, supports and encourages the efforts of the Cities to amend
proposed Senate Bill 373 and proposed House Bill 3164 regarding the
Public Utility Commission.
Section 2 : This resolution shall take effect immediately from
and after its passage by the City Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown this the 13th day of April,
1995 .
