CC Resolution No. 1178 2275 RESOLUTION NO. 1178 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, ESTABLISHING CRITERIA FOR INSTALLATION OF STREET LIGHTS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. WHEREAS, the City of Baytown desires to maximize the improvement of public safety through the use of street lights; and WHEREAS, on March 17, 1993, the Growth Management and Development Advisory Commission recommended that the City of Baytown adopt criteria for identifying and prioritizing the installation of new street lights; and WHEREAS, the criteria recommended by the Growth Management and Development Advisory Committee will not alter or affect City requirements for new development; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS; Section 1: That the attached Exhibit "A" is hereby adopted as the Site Selection Criteria for installation of street lights in the City of Baytown. Section 2 : This resolution shall take effect immediately from and after its passage by the City of Baytown. HALL, City clerk ���CIO RAMIREZ, . , City Attorney ney legaVco dU3-25-93r"ESTU&CRITERIA 2276 Attachment A Proposed Site Selection Criteria The Growth Management and Development Advisory Commission recommends the following prioritized site selection criteria to the City Council for their approval. 1. All major street intersections. 2 . High, persistent crime problems which are documented by the police department and which could possibly be mitigated by installation of a street light. 3 . All other street intersections. 4 . Locations of roadside hazards which could be mitigated by illumination. 5. All alley/street intersections. 6. Placement of a street light on every street with a spacing of every 500 to 1, 000 feet depending upon peculiar circumstances, such as, extensive foliage, curves, vacant buildings, etc. 7 . Cost/feasibility of installation. Other Installation Considerations Existing areas may have many considerations which limit installation of lighting. The following are generally the most important factors: a. Existing light locations may limit the possibility of installing additional lights without falling below the 500 foot minimum spacing. However, special conditions such as curves or bridges may warrant a closer spacing. b. Power sources may limit spacing alternatives. For example, lines for light power often run between houses from a power pole at the back of a lot. Matching power sources to be desired on-street lighting may be a factor. C. Poles and lines must be within either the street right of way or an easement. The lack of easements may limit light installations. For example, if a power line must run between houses to reach the street and owners will not grant an easement, no light can be installed. d. Trees may limit placement due to blockage on the street or an easement over which power must cross. e. If a pole must be installed, the City generally pays only for a standard wooden pole with overhead power. Under special circumstances, a metal pole may be warranted. EXHIBIT A
