CC Resolution No. 1167 2156 RESOLUTION NO. 1167 A RESOLUTION ESTABLISHING A STREET/FACILITY NAMING POLICY, APPROVING PROCEDURES FOR SAME; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. WHEREAS, the City of Baytown is called upon from time to time to name streets and public facilities; and WHEREAS, the City of Baytown wishes to establish a policy and procedures for the naming of streets and public facilities; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN TEXAS: Section 1: That the attached exhibit "A" is hereby adopted as the Street/Facility Naming Policy and Procedures for the City of Baytown. Section 2 : This resolution shall take effect immediately from and after its passage by the City of Baytown. HALL, CITY CLERK ram,/ z ACIO RAMIREZ, S , CITY ATTORNEY city of Baytown Street/Facility Naming Policy and Procedures The purpose of this policy is to serve as a guide in the city's effort to name or rename streets and public facilities constructed by the City. This policy does not limit private developers in naming streets in subdivisions. Responsibility The City Council reserves the right to refer any request to name or rename a street or public facility to the appropriate department or commission. Procedure 1. A person wishing to suggest the name of a street/public facility in Baytown should first complete a request form obtained from the City Manager's office. 2 . The City Manager shall advise the City Council of the request. The City Manager and/or City Council may request a recommendation from the appropriate Department or Advisory Board. 3 . If the City Council approves the requested naming, the Administration shall arrange suitable naming ceremonies and appropriate markers shall be installed. Classification Criteria 1. Person or an Organization - A person or organization that has made major contributions to the community through services in public office, accomplishments for a specific area of the city, active promotion of events benefiting the community etc. Elected or appointed official must be out of office for a minimum of two years before consideration may be given. 2 . Geographical and Natural Names - Includes locations, recognizable areas or neighborhoods, outstanding horticultural features, etc. 3 . Historical Significance - This category may include sites, happenings, discoveries, locally or nationally. 4 . Descriptive ideas - Descriptive terms such as Friendship, Independence, etc. 5 . Donor - Includes any individual or group who donates money, land etc. , in an amount the Council deems worthy of a street/facility name. 6 . The new name must not have the same or similar name or phonetic sound of any other city street/facility. The new name must not represent a commercial endorsement. Historic streets may earn a protected status from name change requests. This includes streets previously named to commemorate a D(Hlr.,T A person, specific site or locales of significant historic events or have original traditional names of streets. 7. Street Suffix - The length of the overall name is a significant factor in selecting the suffix. Therefore, the suffix does not add to the importance of a thoroughfare and should not be considered to do so. However, the following definitions should be noted: Boulevard - "a broad often landscaped thoroughfare" Drive - "a private road' or "a public road for driving" Road - "an open way for vehicles, persons, and animals; esp: one lying outside of an urban district" Lane - "a narrow passageway between fences or hedges" or "a relatively narrow way or track" 8 . The new name must be for a complete street or continuous street. If two segments of a continuous roadway alignment are separated by an intervening land parcel that prohibits vehicular passage and if future connections of the street through the parcel is likely, the segments of the roadways on each side of the intervening parcel should have the same name.
