RESOLUTION NO. 1150
A RESOLUTION CANVASSING THE RETURNS OF THE SPECIAL
MUNICIPAL ELECTION HELD WITHIN THE CITY OF BAYTOWN ON
THE 6TH OF JUNE, 1992, FOR THE PURPOSE OF ELECTING
COUNCILMEN FROM DISTRICTS 3 AND 6; DECLARING THE RESULTS
OF SAID ELECTION; FINDING THAT NOTICE OF SAID ELECTION
WAS PROPERLY HELD AND THE RETURNS THEREOF MADE BY THE
PROPER OFFICIALS IN ACCORDANCE WITH THE LAWS OF THE
STATE OF TEXAS; AND SETTING FORTH THE TERMS OF OFFICE
FOR THE MAYOR AND EACH OF THE SIX COUNCILMEMBERS.
WHEREAS, pursuant to Chapter 67 of the Texas Election Code,
the City Council of said City, at a regular meeting held on the
11th day of June, 1992, proceeded, as required by law, to canvass
the returns of the Special Municipal Election held in the City of
Baytown on the 6th day of June, 1992, for the purpose of electing
two Councilmen from Districts 3 and 6; said Election having been
held under and pursuant to the provisions of the Charter of said
City and an Ordinance duly passed on the 7th day of May, 1992,
calling said Election; and
WHEREAS, said election having been duly and regularly had
and held as called for in said Ordinance and according to law,
and the returns thereof having been duly made and the Election
Judges having certified the results of said Election, as
hereinafter set out, and the City Council having duly and
regularly canvassed the returns of said Election and finding that
the total votes cast at said Election were as follows, to -wit:
FOR COUNCILMAN DISTRICT NO. 3
Jackson Lawrence 211 votes
Ray Swofford 237 votes
FOR COUNCILMAN DISTRICT NO. 6
Stephen DonCarlos 417 votes
Coleman Godwin 412 votes
AND WHEREAS, the City Council of the City of Baytown finds
the Election returns set out above to be accurate and correct and
no Election protest or contest having been filed with said
Council or instituted in connection with said Election returns;
NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That Ray Swofford received a majority of the
votes cast at said Election for the office of Councilman from
District No. 3, and accordingly, the said Ray Swofford is hereby
declared elected to the office of Councilman from District No. 3.

Section 2: That Stephen DonCarlos received a majority of
the votes cast at said Election for the office of Councilman from
District No. 6, and accordingly, the said Stephen Doncarlos is
hereby declared elected to the office of Councilman from District
No. 6.
Section 3: That the City Council of the City of Baytown
further finds that the notice of said Election was duly and
properly given as required by law and as provided in the
Ordinance calling said Election and that said Election was duly
and regularly held and the returns thereof duly and regularly
made by the proper officials of said Election and in all things
according to law.
Section 4: That the City Council of the City of Baytown
further finds and hereby declares that pursuant to Ordinance No.
6046, the terms of the Mayor and Councilmembers elected at the
May 5, 1992 and June 6, 1992 Municipal elections are as follows:
Mayor - BOBBY J. CREDILLE ............ Two Year Term
District 1 - EVA BENAVIDES ................One Year Term
District 2 - ROLLAND J. PRUETT ............ One Year Term
District 3 - RAY SWOFFORD .................One Year Term
District 4 - PETE C. ALFARO ...............Two Year Term
District 5 - DON M. HULLUM ................Two Year Term
District 6 - STEPHEN DONCARLOS ............ Two Year Term
Section 5: This resolution shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown, this the 11th day of June,
1992.
