TEXAS. AUTHORiZING THE PAY\14ENT OF SIXTY THOUSAND FOUR
HUNDRED AND NO /100 DOLLARS ($60,400.00) TO TRAFFIC AND PARKING
CONTROL, INC.. THROUGH FEDERAL SUPPLY SCHEDULE 84 OF THE
UNITED STATE'S GENERAL SERVICES ADMINISTRATION FOR TiIE
PURCI iASE 01- TWENTY -SEVEN (27) SCHOOL SPEED LIMIT LED 13LINKER
SIGNS AND EQUIPMENT FOR THE TRAFFIC DIVISION OF THE PUBLIC
WORKS /UTILITIES DEPARTMENT: MAKING OTHER PROVISIONS
RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE_ DATE
THEREOF.
WHEREAS, the Local Preparedness Acquisition Act (P.L. 110-248) amended the Federal
Property and Administrative Services Act to authorize the use of Federal Supply Schedule 84
contracts by state and local entities under the GSA Cooperative Purchasing Program; and
WHEREAS, based upon the Act, the City of Baytown qualities as a local government entity
and is qualified to participate in the GSA Cooperative Purchasing Program as an alternate purchasing
method satisfying the City's competitive bidding obligations: and
WHEREAS, the purchase of twenty -seven (27) school speed limit LID blinker signs and
equipment for the Traffic Division of the Public Works /Utilities Department may be purchased by
the City through the Cooperative Purchasing Program of the United States General Services
Administration: NOW THEREFORE
BE IT ORDAINED BY THE CITY COUNCIL OF TI IE CITY OF BAYi'OWN, TEXAS:
Section 1: That the City Council of the City of Baytown hereby authorizes the payment
of SIXTY THOUSAND FOUR HUNDRED AND NO /100 DOLLARS ($60,400.00) to Traffic and
Parking Control, Inc., through the Federal Supply Schedule 84 of the United State's General Services
Administration for the purchase of twenty -seven (27) school speed limit LED blinker signs and
equipment for the Traffic Division of the Public Works/Utilities Department.
Section 2: That pursuant to the provisions of Texas Local Government Code Annotated
§252.048, the City Manager is hereby granted general authority to approve any change order
involving a decrease or an increase in costs of TWENTY -FIVE THOUSAND AND NO /100
DOLLARS ($25.000.00) or less. provided that the original contract price may not be increased by
more than twenty -five percent (25 %) or decreased by more than twenty -five percent (25 %) without
the consent of the contractor to such decrease.
Section 3: This ordinance shall take effect immediately front and alter its passage by the
City Council of the City of Baytown.
