WHEREAS, on the Is' day of October, 2007, the Urban Rehabilitation Standards Review Board
(the "Board") ordered the demolition of the two-story apartment building (the "Structure") located at
2700 W. Texas Avenue, Baytown, Harris County, Texas (the "Property"); and
WHEREAS, Harish Batra, individually and for and on behalf of the Estate of Dinesh Batra (the
"Owner") filed an appeal of such order to the City Council on October 11, 2007; and
WHEREAS, the Owner desires to repair the Structure on the Property; and
WHEREAS, on November 5, 2007, the City Council held the appeal hearing wherein the Owner
was given the opportunity to testify and present evidence as to why the decision of the Board should be
reversed or modified; NOW THEREFORE,
BE IT ORDERED by the City Council of the City of Baytown, Texas:
Section 1: That the order of the Board to demolish the two-story apartment building located
at 2007 W. Texas Avenue, Baytown, Harris County, Texas, which is attached hereto as Exhibit "A" and
incorporated herein for all intents and purposes, is hereby:

Modified as follows:
Section 2: This order shall take effect immediately from and after its passage by the City
Council of the City of Baytown.

URBAN REHABILITATION STANDARDS REVIEW BOARD
WHEREAS, on this 1st day of October 2007. the Urban Rehabilitation Standards Review
Board ("Board") held its regularly scheduled meeting at which time the public hearing regarding
the buildings/structures, also known as a 2-storv apartment located at 2007 W. Texas Ave.,
Baytown, Harris County/Chambers County, Texas, was discussed; and
WHEREAS, the following persons/entities were properly notified of the public hearing
held this day:
Owner: Harish Batra c/o Dinesh Batra
as well as all unknown owners, lienholders, or mortgages by posting a copy of the notice on the
front door of each improvement situated on the affected property or as close thereto as
practicable; and
WHEREAS, owners appeared/failed to appear; and
WHEREAS the Board, after considering all evidence presented at the hearing, is of the
opinion that the building/structure located at the above-referenced location is unfit for human use
or habitation, and/or the same is obsolete, dilapidated or substandard; NOW THEREFORE,
BE IT ORDERED by the Urban Rehabilitation Standards Review Board of the City of
Baytown, Texas:
Section 1: That the building/structure located 2007 W. Texas Ave., known as a 2^
story apartment located in Baytown, Harris County, Texas, is unfit for human use or habitation,
and/or the same is obsolete, dilapidated or substandard.
Section 2: That the Owner
secure, the building/structure identified in Section 1 hereof within thirty (30) days
of October 1,2007, in accordance with all applicable codes of the City of
Baytown, Texas,
remove, the building/structure identified in Section 1 hereof within thirty (30)
days of October 1. 2007. in accordance with all applicable codes of the City of
Baytown and the State of Texas and/or

Section 3: That if the ordered action is not fully completed within the time frame
enumerated above by the Owner, the Chief Building Official or his Designee shall demolish or
secure the building/structure subject to this public hearing and order.
Section 4: That the Owner has the right to appeal this order to the City Council of the
City of Baytown, by filing a written notice of appeal along with the detailed basis and reasons for
such appeal. The written request for an appeal shall be submitted to the City Clerk, whose office
is located at 2401 Market St., Baytown, Texas, no later than 5:00 p.m., nth_day of October
Section 5: That all other relief not expressly granted is denied.
Passed by the affirmative vote of the Urban Rehabilitation Standards Review Board of
the City of Baytown, Texas, this the 1st day of October 2007.
