Section 3: That in addition to the alnOUnt authorized in Section 2 hereof, the City Manager is hereby granted general authority to app,rove any change order involving an increase in costs of TWENTY-FIVE THOUSAND AND NO/100 DOLLARS ($25,000.00) or less, sillzject to the provision that the an-iount authorized in Section 2 hereof rnay not be increased by more than twenty-five pereent (251,1/o) or decreased by more than tNventy-five percent (25%) without the consent of the contractor to such decrease.
