AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
ADOPTING A VOTING PLAN FOR THE CITY OF BAYTOWN AS PROVIDED BY
ARTICLE NO. II, SECTIONS 12 AND 17 OF THE CHARTER OF THE CITY OF
BAYTOWN, TEXAS, AND THE ORDER OF THE COURT IN CAMPOS, ET AL. YS.
CITY OF BAYTOWN, ET AL; PROVIDING FOR TERMS OF OFFICE; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
WHEREAS, Article H, Sections 12 and 17 of the Charter of the City of Baytown, Texas, provide
that the City shall be divided into districts according to the latest population figures; and
WHEREAS, the Order of the Court in Campos et al. vs. City of Baytown, et al., provides for the
creation of a voting district plan that shall include a single member district in which minority voters shall
be the majority; and
WHEREAS, on the 22 "d day of October, 1991, Ordinance No. 6046 was passed by the City
Council of the City of Baytown, Texas, in accordance with the Order of the Court in Campos et al. vs.
City of Baytown, et al; and
WHEREAS, since such time, the Federal Census of 2000 has been conducted and new population
figures for the City of Baytown (the "City") have been issued; and
WHEREAS, due to the new population figures obtained and the requirement of Article H, Section
17 of the Charter of the City of Baytown, Texas, the City found it advisable to redistrict the City; and
WHEREAS, on the 22 "d day of March, 2001, via Resolution No. 1479, the City Council
established criteria for the development, evaluation and adoption of a redistricting plan for the City; and
WHEREAS, on the 20d' day of November, 2001, via Ordinance No. 9270, the City Council
redistricted the City into six (6) election districts based upon the census data and the criteria adopted; and
WHEREAS, such voting plan was submitted to the United States Department of Justice ( "DOJ ")
for preclearance; and
WHEREAS, due to some concerns expressed by the DOJ, the City withdrew its submission in
order to modify it to preserve the Hispanic voting strength in District 2; and
WHEREAS, the City Council has reviewed its previous submission and desires to modify the
boundary between District 2 and District 6 to increase the Hispanic population in District 2 to 60 %; and
WHEREAS, the City Council finds that the attached redistricting plan meets the criteria adopted
in Resolution No. 1479 and satisfies the concerns expressed by the DOJ regarding the Hispanic voting
strength in District 2; NOW THEREFORE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section l: That the City of Baytown is hereby divided into six (6) election districts, as
• depicted in Exhibit "A," which is attached hereto and incorporated herein for all intents and purposes.
® Section 2: This ordinance shall take effect immediately from and after its passage by the
City Council of the City of Baytown, Texas.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City of

as follows: (Calls long roads, streets, railroads, and other rights -of -way are along the
center of the right -of -way unless other wise specified herein; similarly, calls along
streams and bayous are along the center of the stream or bayou unless otherwise specified
herein.)
Distract 1:
Beginning at the intersection of Goose Creek and Decker Drive;
North along Goose Creek to Park Street;
East along Park Street to North Main Street;
North along North Main Street to State Highway 146;
West along State Highway 146 to Garth Road;
North along Garth Road to Rollingbrook Drive;

Garth Road), then Southerly (west of Garth Road) to West Lynchburg -Cedar Bayou
Road;
West along West Lynchburg -Cedar Bayou Road to the place where the City Limits Line
departs to the South;
Follow the City Limit Line to the South and West along the northern perimeter of
Country Club Cove and Quail Hollow subdivisions to the eastern perimeter of Ginger
Creek subdivision;
North along the eastern perimeter of Ginger Creek subdivision to West Lynchburg -Cedar
Bayou Road;

Annexed areas along I -10 situated between Garth Road and Spur 330 are included within

District 4:
Beginning at the intersection of Spur 330 (Decker Drive) and Baker Road;
East along Baker Road to the east boundary of the HL &P right -of -way;
North along the east boundary of the HL &P right -of -way to the pipeline right -of -way
south of West Lynchburg -Cedar Bayou Road;
East along the pipeline right- of-way to Garth Road;
North along Garth Road to the place where the City Limit Line departs Garth Road to the
east (north of Interstate Highway 10);
Follow the City Limit Line easterly, then southerly (crossing Interstate Highway 10) and
continue with the City Limit Line south to West Lynchburg -Cedar Bayou Road;
East along West Lynchburg -Cedar Bayou Road to a point where the City Limit Line
departs from said road in a northerly direction and continue to follow the City Limit Line
to South Road;
East along the City Limit Line to North Main;
South along North Main to East Lynchburg -Cedar Bayou Road;
• East along East Lynchburg -Cedar Bayou Road to the point where the City Limit Line
departs to the south;
0 Follow the City Limit Line to the south and to the east to Barkaloo Road;

Southwest along the Southern Pacific RR to Cedar Bayou Road;
East along Cedar Bayou Road to North Alexander Drive (State Highway 146 Business);
Southwest along North Alexander Drive to James Bowie Drive;
East along James Bowie Drive and Cedar Bayou Road to Kilgore Road;
South along Kilgore Road to O'Neal;
East along O'Neal and O'Neal extended to Cedar Bayou;
• Follow the City Limit Line north to Interstate Highway 10;
West along Interstate Highway 10 to a point where the City Limit Line departs from
Interstate Highway 10 in a southerly direction between State Highway 146 and Cedar
Bayou;
Follow the City Limit Line to Cedar Bayou;
South along Cedar Bayou to a point where the City Limit Line departs fro Cedar Bayou
in a westerly direction along the northern boundary of Tierra Del Oro and La Reforma
subdivisions to Raccoon Drive;
North along Raccoon Drive to the northeast corner of Forest Gate subdivision;
Follow the City Limit Line in a westerly direction to the Southern Pacific RR and then
east, south and west to Crosby -Cedar Bayou Road;
South to a point where the City Limit Line departs from Crosby -Cedar Bayou Road in a
westerly direction;
Follow the City Limit Line as it meanders west, north, and around Chaparral Village
subdivision to Barkaloo Road;
South along Barkaloo Road to Massey - Tompkins Road;
East along Massey - Tompkins Road to McKinney Road;
South along McKinney Road to Bob Smith Road and the Point of Beginning.
District 6:
Beginning at the intersection of Cedar Bayou Road and North Alexander Drive (State
Highway 146 Business);
Southwest along North Alexander Drive to James Bowie Drive;
East along James Bowie Drive and Cedar Bayou Road to Kilgore Road;
South along Kilgore Road to O'Neal;
East along O'Neal and O'Neal extended to Cedar Bayou;
Follow the City Limit Line south along Cedar Bayou departing from Cedar Bayou to
encompass the annexed Hoesch Tubular and US Steel properties in Chambers County;
• Continue along the City Limit Line along Cedar Bayou, around Ash Lake, along Tri-
Cities Beach Road, and to Tabbs Bay;
North and West along the City Limit Line along Tabbs Bay to Causeway Road;
North along Causeway Road to State Highway 146 Business;
Northeast along State Highway 146 Business to Wismer Boulevard;
North along Wismer Boulevard to South Alexander Drive;
East along South Alexander to the railroad tracks;
North along the railroad tracks to Parkway;
West along Parkway to Glenn Street;
