The City Council of the City of Baytown, Texas met in a Regular Work Session on Thursday,
March 12, 2020, at 5:36 P.M., in the Hullum Conference Room of the Baytown City Hall, 2401
Market Street, Baytown, Texas with the following in attendance:

Mayor Capetillo convened the March 12, 2020, City Council Regular Work Session with a
quorum present at 5:36 P.M., all members were present.
1. DISCUSSIONS
a. Discuss any or all of the agenda items on the City Council Regular Meeting Agenda
for March 12, 2020, which is attached below.
Mayor Capetillo requested that staff give a brief overview of the annexation cases listed on the
March 12th regular meeting agenda. Planning and Community Development Director Tiffany
Foster stated that there were three annexation cases on the agenda of which two are left over
properties from old development agreements from 2012 annexations. She noted that in 2012 the
owners requested a development agreement in lieu of annexation for a time period of seven years
or until such time as they decided to develop the property. She noted that the seven-year period
has passed and two properties; one being an estimated 35 acres around Hunt Road and four acres
of land situated behind the Lowe's. She noted that the third annexation is a voluntary one that is
being requested by Jindal Saw. Mrs. Foster noted that this company has been in operation for
some time off of FM 565 in Chambers County and already has a portion of the land inside the
Baytown city limits; this annexation brings the remaining portion into the City limits of
Baytown.

La.i. Consent Item 7.c. Discuss an ordinance amending Chapter 18 "Buildings and
Building Regulations," Article I "In General," Section 18-1 "Registration" of the Code of
Ordinances, Baytown, Texas, to remove the registration requirement for general
contractors when working on commercial structures.
Mrs. Foster presented the item and stated that this proposed amendment is a deregulation of
sorts. She noted that back with Hurricane Ice, there me a number of contractors that came in to
Baytown and in order to ensure that they were legitimate businesses, the City, put in a regulation
that required contractors to register with the City. Another requirement of this old regulation is
that the independent workers working under commercial businesses are also required to register
with the City, which doesn't really make sense and staff has not enforced in a number of
years. Mrs. Foster noted that this is really a clean-up and removes the registration requirement
for the workers of these types of commercial businesses, maintenance workers at apartment
complexes, the school district, and the college; however, residential contractors will still be
required to register with the City.
City Manager Rick Davis requested that Municipal Court Judge Julie Escalante give the Council
an overview of the court related items on the regular agenda. Judge Escalante noted that the
repealing Section 2-617 and amending Section 2-618 of the Code of Ordinances is really a
cleanup resulting from the last legislative session. She noted that at one time, the Council had
approved four separate court fees: building security, juvenile case manager, court technology and
jury fund; however, the State, in its last legislative session, consolidated all of them into one fee
that is now governed under state law, which makes the local regulation unnecessary. She noted
that the court will still collect the fee as before; the only difference is that Council approval is no
longer necessary so it is being removed from the Code.
La.ii Consent Item 7.d. Discuss an ordinance amending Section 2-595 (4)(a) of the Code of
Ordinances, Baytown, Texas, to update fees for Pirates Bay and encourage online purchase
of tickets.
Parks and Recreation Director Scott Johnson presented the item and stated that in the upcoming
summer season, Pirates Bay will have a new ticket purchasing software that staff wants to
promote and encourage people to use. He noted that in order to promote online ticket purchase
and to hopefully help to alleviate the tickets lines, staff is recommending that Council approve
some new fees.

Mr. Johnson stated that it is his hope that this will help staff and visitors find the process easier
and more efficient. Mr. Johnson said that the fees at Calypso Cove will remain the same and are
not impacted by the proposed fees.
