2020 02 13 WS MinutesMINUTES OF THE REGULAR WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN FEBRUARY 13, 2020 The City Council of the City of Baytown, Texas met in a Regular Work Session on Thursday, February 13, 2020, at 5:32 P.M., in the Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Laura Alvarado Mayor Pro Tern Heather Betancourth Council Member Charles Johnson Council Member David Himsel Council Member Chris Presley Council Member Brandon Capetillo Mayor Rick Davis City Manager Ignacio Ramirez City Attorney Leticia Brysch City Clerk Keith Dougherty Sergeant at Arms Mayor Capetillo convened the February 13, 2020, City Council Regular Work Session with a quorum present at 5:32 P.M., all members were present with the exception of Council Member Johnson, who arrived at 5:46 P.M., Council Member Presley, who arrived at 5:48 P.M., and Council Member Hoskins, who was absent. 1. DISCUSSIONS a. Discuss any or all of the agenda items on the City Council Regular Meeting Agenda for February 13, 2020, which is attached below. Director of Public Works and Engineering Frank Simoneaux presented an overview of Consent Item Te. regarding an ordinance amending Chapter 18 "Buildings and Building Regulations," Article IV "Plumbing Code," Section 18-466 "Cross -connection control Program," Subsections (d), (f), (g)(3), (h), (J) and Chapter 98 "Utilities," Article III "Water Service," Section 98-60 "Flat -rate service prohibited, separate metering required," Subsection (c) of the Code of Ordinances, Baytown, Texas, to specify when customer service inspections are required, who may perform such inspections and how such inspections we reported. Mr. Simoneaux noted that the proposed ordinance updates the plumbing code to help with backilow prevention. He noted that staff made some updates to this Code about two years ago, and said changes were reviewed and audited by TCEQ. Mr. Simoneaux noted that the proposed amendments are TCEQ's recommended changes that the City is putting in place to correct some of their concerns; below is a list of main items mentioned: City Council Regular Work Session Minutes February 13, 2020 Page 2 of 2 • yearly inspections that would require the customer to engage the services of a plumber; • the additional of a required customer service inspection form; • would have to submit the inspection forth via the third party contractor with a nominal fee; • ability under certain circumstances to discontinue services to delinquent or noncompliant customers; and • requires that public meters be located on public right of way (ROW) and/or easements because TCEQ does not allow for public and private lines to be connected. Mr. Simoneaus noted that all of these changes do not have a fiscal impact to the City and most of the meter issues are located in commercial strip centers and would not really impact residential customers. City Manager Rick Davis gave the Council an overview of Consent Item Th. regarding the sole source purchase of two (2) EOD 10 Bomb Suit Ensembles and two (2) EOD 10 Helmet Packages from Med-Eng, LLC, for the Police Department and noted that these are replacement equipment as the others have met their life span and they are being purchased with grant monies. Mr. Davis also gave an overview of Consent Item 7.g. regarding authorizing an interlocal agreement with Hams County for the donation of certain equipment for the Fire Department that included 30 personal alert safety systems, a micro -repeater and a watch dog unit. Mr. Davis noted in response to questions regarding the issuance of the certificates of obligations related to the hoteFwnvention center that the C-series were given a rating of AA, and he would go into more details about this project in the executive session. 2.
